Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Construction Technical Inspector Services for the Air National Guard. The primary goal is to provide daily inspection and project management services for Sustainment, Restoration, and Modernization (SRM) and Military Construction (MILCON) projects.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control for Construction Technical Inspector Services.

• Services cover a range of projects including labs, airfield runways, utility systems, base utility plants, aircraft maintenance shops, hangars, recreation facilities, and administrative offices.

• Projects may include complex MILCON new construction and large-scale renovation and repair projects.

• All recommendations and documentation require review and approval by the Contracting Officer Representative (COR).

• Period of Performance (PoP): One (1) Base Year of 12 months and four (4) 12-month option years.

• Place of Performance: Buckley Space Force Base (BSFB), Building 830. Services will also be provided at Greeley Air National Guard Station, Buckley Space Force Base, Peterson Space Force Base, and Ft Carson.

• Work Hours: Tuesday through Friday, 0600 to 1700 (40-hour workweek), excluding recognized US holidays or government-directed closings.

• Quality Control (QC): Contractor must develop and maintain an effective QC Plan (QCP) to identify, prevent, and ensure non-recurrence of defective services. QC procedures should address areas identified in Technical Exhibit 1, Performance Requirements Summary (PRS).

• Quality Assurance (QA): Government will evaluate performance using the Quality Assurance Surveillance Plan (QASP), which defines how performance standards are applied, surveillance frequency, and acceptable quality levels.

• Security: Compliance with all applicable installation/facility access and local security policies and procedures. Background checks are required for installation access. Common Access Card (CAC) issuance may be required, involving NACI or equivalent investigation. Personnel must comply with Information Assurance (IA) and Antiterrorism (AT) training requirements.

• Personnel: Employees must carry proper identification, obey installation regulations, and may be required to work weekends. Compensation time for overtime is provided but not paid out at year-end. Off-duty active military personnel may be subject to deployment or reassignment. Employees must identify themselves as contractors.

• Travel: Contractor will travel to various Geographically Separated Units (GSUs) for inspection services. Travel expenses are authorized per Joint Travel Regulation (JTR) and require COR recommendation and KO authorization.

• Reporting: Daily, weekly, and monthly project monitoring reports are required, along with reports for significant observations, CAD products, advising services, designs in progress, and meeting minutes. Contractor Manpower Reporting Application (CMRA) is required.

• Vehicles: Use of government-provided vehicles is anticipated for official use between worksites.

• Key Control: Contractor must establish methods to ensure no keys/key cards are lost or misplaced and report any occurrences immediately. Lost keys/cards may result in deduction of replacement costs.

• Definitions: Key terms such as Contractor, Contracting Officer (KO), Contracting Officer Representative (COR), Deliverable, and Quality Assurance are defined.
