This document is a Sources Sought notice, issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP) and will not be used as a proposal. The Army Contracting Command (ACC) - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, is seeking information to identify potential vendors capable of providing a turn-key design, supply, delivery, off-loading, transporting, locating, installation, cleaning, assembly, set-up, and training for one Thermal Imagesetter (Dry-Imaging) Printer for metal and other items. The printer is required for assembly at Tobyhanna Army Depot (TYAD), PA.

• Manufacture of industrial thermal printing machines.

• Turn-key design, supply, delivery, off-loading, transporting, locating, installation, cleaning, assembly, set-up, and training for one Thermal Imagesetter (Dry-Imaging) Printer.

• The printer must be suitable for metal and other items.

• The government intends to award a Firm-Fixed-Price Delivery Order.

• NAICS Code: 333244 (Printing Machinery and Equipment Manufacturing).

• Interested vendors are requested to provide information on their firm's capabilities relevant to the attached Draft SOW.

• Responses are voluntary and will not be compensated. All information received will be handled accordingly and confidentially if marked proprietary.

• Not responding does not preclude participation in a future RFP.

• The government may follow up with respondents for additional information.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the turn-key design, supply, delivery, installation, and training for one Thermal Imagesetter (Dry-Imaging) system at Tobyhanna Army Depot (TYAD).

• System Provision: Supply a new Thermal Imagesetter capable of converting files to TIFF format and producing positive or negative film images via a dry process. This includes a minimum of 175 ft of film and integration with an existing Windows 10 computer.

• Ancillary Equipment: Includes an upgrade to the associated RIP software and a dedicated laptop for the imagesetter.

• Installation: Contractor is responsible for all aspects of installation, including off-loading, transporting, locating, cleaning, assembly, and set-up.

• Training: Provide machine operation and maintenance training for Government personnel on-site at TYAD. Training materials become TYAD property.

• Site Verification: Contractor must verify all machine and worksite dimensions to ensure fit and ergonomic operation. Mitigation for obstructions must be identified in the proposal.

• Cyber Requirements: All IT equipment must comply with applicable security technical implementation guides (STIGs) and security requirements guides (SRGs), and obtain necessary Authority to Operate (ATO).

• Minimum resolution: 1200dpi

• Supported input formats: PDF, JPG, TIFF, Postscript

• Print size: Minimum 2 feet width x 48 inches length

• Imaging speed: Minimum 68 sq ft/hour

• Film roll length: Minimum 175 feet

• Operating system: Windows 10 or Windows 11

• Installation site: Bldg. 1E Photo-Fab shop at Tobyhanna Army Depot (TYAD), Tobyhanna, PA 18466.

• Period of Performance (PoP): 180 calendar days after receipt of order (ARO).

• New Equipment: Only new machines and associated equipment are acceptable.

• Parts Availability: All repair and replacement parts must be new and available from within the continental United States.

• Site Visit: Offerors are urged to conduct a site visit. Technical questions must be submitted in writing prior to the due date.

• Personal Protective Equipment (PPE): Contractor is responsible for supplying all necessary PPE for site visits and installation.

• Cyber Security: Strict adherence to DoD and TYAD cyber security regulations, including STIGs, SRGs, and ATO requirements.

• Documentation: Provide digital and hardcopy O&M manuals, parts manuals, and preventive maintenance schedules.

• Warranty: One (1) calendar year following Final Acceptance, including annual preventive maintenance at no additional cost.
