Purpose & Scope

The 409th CSB TCC aims to identify qualified sources for a future requirement covering facilities maintenance and engineering services for the U.S. Army Garrison Rheinland-Pfalz (USAG-RP). The scope includes operations, maintenance, repair, and minor construction of real property, as well as maintenance and repair of installed building equipment and equipment-in-place across all military installations within the AOR. Key service areas encompass buildings, medical facilities, grounds, utilities, pest control, refuse removal, snow/ice/sand removal, environmental conservation/compliance, and regulated waste management.

Contract Details (Anticipated)

The potential future contract is anticipated to be a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) with Time and Material (T&M) line items. A 90-day phase-in and phase-out period will be required. There is no set-aside specified for this Sources Sought.

  • Specific Host Nation Capability Questions: Address experience and ability to manage German environmental and safety compliance, labor and workforce management (including collective wage agreements and works councils), and installation access procedures for U.S. military installations in Germany.

Numerous Technical Exhibits (TEs) provide detailed inventories and specifications for various systems and facilities, including heating, HVAC, electrical, water, wastewater, security, fire protection, roads, gates, barriers, and specialized equipment across multiple installations. These TEs are crucial for understanding the scope and scale of the potential work. Additionally, personnel are required to meet specific English and German language proficiency levels, with Project Managers and Quality Control Managers needing Level III proficiency. Compliance with U.S. Army regulations, Host Nation standards, and manufacturer instructions is mandatory.
