The National Institute of Standards and Technology (NIST) is conducting a Sources Sought for market research to identify potential vendors capable of providing a Vector Network Analyzer. This is not a Request for Quotation and does not commit the Government to an award. Responses will help determine the acquisition method and potential small business set-aside opportunities. Responses are due June 17, 2026.
Scope of Work
NIST requires two (2) new Vector Network Analyzers with specific technical specifications, including:
- 2 ports, 3.5mm or compatible connector
- Maximum Frequency: 20 GHz
- Spectrum Analysis Capability: Up to 20 GHz
- Integrated or External Noise Source for Y-factor measurements with required software
- Fully automatic calibration unit (2 ports, VNA compatible)
- Integrated Screen
Associated requirements include two (2) removable batteries compatible with the VNA, electronic manuals, and a manufacturer's full warranty with U.S.-based service. Delivery is required to NIST-Boulder or NIST-Gaithersburg, with on-site inspection and acceptance within 7 business days. A certificate of calibration and a calibration/maintenance plan (e.g., 3 years) are also required.

Submission Requirements
Interested organizations should submit electronic capability statements (limited to five pages) including:
- Company Profile (employees, office location(s), UEI, Cage Code)
- Name of company providing the product
- Manufacturer and country of origin of the product
- Specification sheets and examples of products meeting requirements
- Typical lead time, including installation and training
- Identification and verification of small business status
- Any other relevant information for requirement development and market research
