Sources Sought Announcement

This announcement is for market research to identify potential sources for comprehensive vehicle fleet maintenance and repair services at Vandenberg Space Force Base (VSFB), California. The government aims to validate technical requirements, assess local vendor capabilities, and refine its acquisition strategy for a potential future solicitation.

The anticipated services include:

• Unscheduled / Corrective Maintenance & Diagnostics
• Preventive Maintenance Inspections (PMI)
• Tire, Body, and Glass Services
• Compliance with all Federal, State (California), and local regulations.

The government anticipates establishing one (1) five-year Multiple-Award Blanket Purchase Agreements (BPAs) under FAR Part 12 commercial procedures. The total estimated ceiling for all BPAs combined is $4 Million. Individual orders against any BPA will not exceed the Simplified Acquisition Threshold (SAT) of $350,000.

This is not a solicitation for proposals or quotations. Interested parties should submit a response on official company letterhead, including a completed Market Research Questionnaire (Attachment 3) and any supporting documentation. Responses must not exceed 10 pages and should be submitted via email to the primary and secondary points of contact by the Response Due Date: 16 March 2026, 1:00 PM PST.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive maintenance and repair services for the diverse vehicle fleet at Vandenberg Space Force Base (VSFB), augmenting the 30th Logistics Readiness Squadron's (LRS) organic capabilities for surge requirements, national emergencies, or when organic capacity is exceeded.

• Provide all necessary management, labor, and expertise for vehicle and equipment maintenance and repair.

• Services will be primarily performed at the vendor's facility, with potential for off-base performance with Contracting Officer Representative (COR) approval.

• The Government will issue Firm-Fixed-Price (FFP) Task Orders against the Blanket Purchase Agreement (BPA) on an as-needed basis.

• Heavy Equipment Maintenance and Repair: Includes firetrucks, aircraft refuelers, loaders, bulldozers, cranes, dump trucks, and other construction/material handling equipment. Services involve troubleshooting, repair, overhaul, teardown, rebuilds, and modifications.

• General and Special Purpose Vehicle Maintenance: Includes forklifts, pickup trucks, vans, tow tractors, truck tractors, trailers, sweeper trucks, and wreckers. Services involve troubleshooting, repair, overhaul, and teardown/rebuilds.

• Systems Expertise: Proficiency required in diesel, multifuel, and gasoline engines; pumping systems; tracked vehicle systems; transmissions; driveline assemblies; electrical, electronic, emission control, and complex hydraulic systems.

• Diagnostics and Inspections: Perform all diagnostic procedures, tests, and inspections, including interfacing with On-Board Diagnostic (OBD) systems.

• Repair Estimate Timeliness: Detailed work estimate submitted for Government review within 5 business days of request. Notification required if complex diagnostics delay estimate.

• Repair Equipment to Fully Operational Status: Repairs completed correctly the first time, within the agreed timeframe.

• Adherence to Warranty Requirements: All rework completed within 7 business days of notification at no cost.

• Services are for Vandenberg Space Force Base (VSFB), CA.

• Period of performance is defined by the BPA and individual Task Orders.

• Vendor Capability Statement: Required during BPA solicitation to identify specific categories of vehicles, equipment, and systems qualified for.

• Contractor Personnel: Must be technically qualified and capable. A single point of contact (POC) is required.

• Environmental Compliance: Strict adherence to all applicable federal, state, and local environmental laws and regulations, including air quality, hazardous waste, and hazardous material requirements.

• Spill and Release Requirements: Immediate notification and compliance with reporting procedures for spills or releases.

• Warranty: Minimum of ninety (90) days guarantee on all repairs.

• Provide descriptions of needed repairs to initiate service requests.

• Provide access to Government facilities.

• Assist Contractor in acquiring necessary personnel and vehicle passes.
