• Option for three (3) additional units of the same tractor.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure a maximum of four (4) Heavy Duty WALK BEHIND trailer caddy Terminal tractors for Letterkenny Army Depot.

• Purchase of Heavy Duty WALK BEHIND trailer caddy Terminal tractors.

• Must have a lift capacity of 30,000 pounds.

• Specific functional requirements include:

  • Heavy duty steel frame.
  • 10” hydraulic pump lift kit.
  • Tall King pin receiver.
  • 8 AGM style batteries.
  • Safety stop switch, safety horn, illuminated king pin and foot path.
  • Air brake release system with tank.
  • Variable speed twist grip controller.
  • External charger/battery discharge and status indicator.
  • Ability to lift a trailer king pin a maximum of 70”.
  • Ability to accommodate a King Pin size of 3 ½”.

• OEM provided 1 day operator training on use, service and maintenance.

• Contractor must provide all necessary fluids and chemical additives, along with Safety Data Sheets (SDSs) within 15 calendar days after award.

• Contractor must submit a project schedule within 30 days after receipt of the purchase order.

• Contractor must provide all instruction manuals, maintenance service manuals, and parts listing manuals in English.

• Contractor must provide a standard commercial warranty or a full one-year warranty (parts, labor, shipping), whichever is greater.

• Performance location: Letterkenny Army Depot, 1 Overcash Ave, Chambersburg, PA 17201.

• Contractor must operate within Letterkenny’s standard work schedule (0600-1530 ET, Monday-Friday), with exceptions for RDOs, holidays, or government-directed closings.

• Security: Contractor employees must comply with installation access and local security policies, undergo background checks, and comply with personal identity verification requirements. AT Level I, iWATCH, and OPSEC training are mandatory within specified timeframes.

• Safety: All work must comply with LEAD Regulation 385-1, Pamphlet 385-4, OSHA 1926.501, and ANSI/ASSE Z359.

• Delivery: Government will be notified of delivery date at least 30 days prior to shipping. Delivery to Building 9950, Central Receiving, during normal business hours. Carriers must schedule appointments via CAS or the depot trucker hotline.

• Documentation: Instruction, maintenance service, and parts listing manuals required.

• Warranty: Minimum one-year warranty on parts, labor, and shipping. Warranty effective after final acceptance.

• Inspection and Acceptance: Equipment subject to inspection for compliance with contract and specification; deviations may cause rejection.

• Quality Conformance Inspection: Performed by a designated Depot representative.
