• Pricing must be all-inclusive of delivery, taxes, fees, and incidental costs.

• The solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01.

Statement of Need

To procure simulated stone fence materials, posts, caps, decorative stone, and concrete mix for Wood National Cemetery.

• Pre-Built Fence Sections: 540 linear feet of dark gray granite simulated-stone, commercial-grade privacy fence (6-foot tall x 6 foot wide x 2 inches thick). Must withstand hurricane-force winds (up to 110 mph sustained, 130 mph gusts), be made of LLDPE plastic reinforced with galvanized steel, stable in extreme temperatures (-40°F to 140°F), and block 98% of direct sound (STC rating of 26).

• Posts and Caps: 94 sets of 5"x5"x102" posts and outside caps, compatible with the fence sections, foam-filled with steel insert, and wrapped in low-density polyethylene. All fence components must be Dark Gray.

• Decorative Stone: 30 US tons of gray (Shooting Star) decorative stones, approximately 1 1/2 inches in size.

• Concrete Ready Mix: 362 bags of high-strength 4000 psi concrete mix meeting ASTM C 387 standards.

• Period of Performance: 90 calendar days from the date of contract award.

• Place of Performance: FOB Destination at Wood National Cemetery, 5000 W. National Ave, Building 1301, Milwaukee, WI 53295.

• Delivery: Materials to be delivered only when requested by the Contracting Officer Representative (COR). Vendor provides transportation and offloading. Delivery price included in the total contract price.

• Delivery Truck Restrictions: A 15-ton load capacity limit for trucks delivering to the Maintenance Compound; no side-dump or pup-trailers permitted in this area.

• Contractor Personnel: Must adhere to NCA rules of behavior, maintain decorum, courtesy, and respect within the cemetery. Personnel must be trained in NCA rules and aware of surroundings to prevent damage to government property. Must meet all safety requirements (NCA Safety Officer, VA, OSHA, State of South Dakota).

• Licenses and Permits: Contractor must obtain all necessary licenses and permits.

• Insurance: Contractor must maintain personal liability and property damage insurance as required by South Dakota law.

• Compliance: Must comply with all applicable Federal, State, County, city laws, and EPA guidelines.

• Changes: Deviations to delivery schedules or hours require written request and COR approval.

• Site Condition: Areas must be left in a condition equal to or better than found. Contractor is responsible for repair/replacement costs of any damages caused by neglect.

• Debris Removal: Contractor must remove all debris and trash generated by their work daily.

• Invoicing: Submit electronic invoices through Tungsten network within 10 calendar days after material delivery.

• Identification: Required for contractor vehicles and personnel.

• Access: Cemetery access via main entrance at 20901 Pleasant Valley Drive, Sturgis, SD 57785. Driver to await drop-off instructions.

• Documentation: Valid driver's license / DOT CDL appropriate license, and insurance documents.

• Dignity Clause: Strict adherence to respecting headstones, markers, and remains within the cemetery is required. Contractor is responsible for replacing damaged headstones/markers and restoring turf. Any damage to remains or burial containers requires immediate contact with COR/CO.
