Statement of Work (SOW) / Performance Work Statement (PWS)

To provide routine maintenance, inspection, and repair services for government-owned fire extinguishers located at the Whiteriver Service Unit (WRSU) facilities.

• Provide all labor, materials, tools, equipment, transportation, and supervision for annual certification and maintenance.

• Perform necessary recharging/refilling and replacement of government-owned fire extinguishers.

• Coordinate scheduling with the facility point of contact for routine and non-routine maintenance and repair services.

• Promptly return serviced extinguishers within one week; provide a suitable replacement if delayed.

• All services must meet NFPA 10 standards (current version at time of service).

• Annual Maintenance, Inspection, and Repair: Performed within 12 months of the previous service, in accordance with manufacturer specifications and NFPA 10. Includes tagging and reporting deficiencies.

• Monthly Recharging/Refilling/Repair: For defective extinguishers located in the secure cage at Garrett Building, following manufacturer recommendations and NFPA 10.

• Six-Year Maintenance and Hydrostatic Testing: For extinguishers requiring this service, including internal inspection, recharging, agent replacement, and hydrostatic testing.

• Replacement, Additional, and Disposal: Identify and replace extinguishers reaching a 12-year lifespan or beyond repair with comparable units. Dispose of expired extinguishers after IHS property tag removal.

• Base year plus four (4) option years. Dates to be established at time of award.

• Work to be performed during operational hours (Monday-Friday, 8:00 AM - 5:00 PM AZ Time), except federal holidays. Off-hours work requires COR approval.

• Report of annual maintenance and inspection, including dates, lists of inspected/repaired/tested extinguishers, and NFPA codes.

• Report of monthly recharging/refilling/repair, including dates, lists of serviced extinguishers, and NFPA codes.

• Report of replacement, additional, and disposal of extinguishers, including dates, lists of disposed/replaced units, make/model, and NFPA codes.

Quotes will be evaluated on: Qualifications, Capacity (within 10 days of award), and Past Performance (at least two similar contracts).

Services are required at multiple WRSU facilities including Main Hospital, Specialty Service Building, Annex Building, Garrett Building, Medicine City, and Cibecue Health Clinic in Whiteriver, AZ, and Cibecue, AZ.

This notice is for market research purposes only and is NOT a Request for Quote (RFQ). The Indian Health Service (IHS) is seeking information to determine market capabilities and compliance with the Buy Indian Act for Fire Extinguisher Maintenance Services. The goal is to determine if the requirement can be set-aside exclusively for Indian Small Business Economic Enterprises (ISBEEs).

• Annual inspection, maintenance, testing, recharging, repair, hydrostatic testing, and replacement of Government-owned portable fire extinguishers.

• Services must comply with the latest edition of NFPA 10.

• Includes annual certification, monthly repair and recharge support, six-year maintenance, hydrostatic testing, reporting, and replacement of expired or unserviceable extinguishers.

• Services are to be performed at the Whiteriver Service Unit facilities.

• NAICS Code: 811310 (Commercial and Industrial Machinery and Equipment Repair and Maintenance).

• The IHS Contracting Officer will give priority for purchases under the Buy Indian Act, utilizing ISBEE set-aside where possible.

• This is a Sources Sought Notice, not a solicitation.

• Interested firms must respond in writing with specific information:

  • Company name and POC details.
  • FSS/SEWP Contract number (if applicable).
  • DUNS or SAM Unique Entity Identifier.
  • Tax ID number.
  • Business category (IEE or ISBEE).
  • Capability statement addressing qualifications.
