Purpose & Scope
This notice is for market research purposes only and is not a request for quotation. The Government seeks to determine the availability and capability of businesses to provide X-Ray Baggage Scanners. These scanners are intended for the 325th LRS/LGRD ATF office to conduct security screening of passenger baggage, ensuring flight safety and compliance with USTRANSCOM and AMC requirements.
Required Capabilities
Based on the Draft Salient Characteristics, the required X-Ray Baggage Scanners must be:
- Semi-portable and capable of visual image inspection, displaying digitized radiographic images from at least two perspectives.
- Feature specific dimensions, weight limits, and a 100% duty cycle with no warm-up time.
- Include Threat Image Projection, Automatic Liquids Detection, dual color monitors, high-resolution sensor technology, and image enhancement capabilities.
- Possess "Medium Aperture" capacity for screening air cargo.
- Require entry/exit roller tables (minimum 20in, maximum 36in per table).
- Come with a twelve-month warranty covering parts and labor, and include setup, installation, and training.
TSA Compliance
Crucially, the machines must be listed on the Non-SSI TSA Air Cargo Screening Technology List (ACSTL) as "Qualified Technology." Equipment from the "Conditionally Approved" or "Grandfathered" sections of the ACSTL is not acceptable.
