Sources Sought Notice

This notice is for market research purposes only, issued by the Air Force Life Cycle Management Center (AFLCMC) at Wright-Patterson Air Force Base, Ohio. The government is seeking capabilities packages from potential sources to identify firms capable of providing Mail Metering Equipment & Smart Lockers for the Official Mail Center at Wright-Patterson AFB.

The government is interested in capabilities related to Mail Metering Equipment Lease and Smart Lockers.

All potential sources are invited to respond, including Small Businesses (SB), 8(a) participants, HUBZone Small Businesses, Economically Disadvantaged Women-Owned Small Businesses (EDWOSB), Women-Owned Small Businesses (WOSB), Small Disadvantaged Businesses (SDB), and Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Interested firms must submit a capabilities package demonstrating their ability to meet the requirements. The package should be brief, concise, and not exceed five (5) pages. Responses must specify that offered products meet provided specifications and offer detailed information showing clear technical compliance.

• Confirmation of product specification compliance.
• Detailed technical compliance information.
• Socio-economic status (e.g., 8(a) with Graduation Date, SDVOSB, EDWOSB, WOSB, small business, HUBZone).
• Status as a foreign-owned/foreign-controlled firm and any contemplated use of foreign national employees.
• Consideration of potential Limitations on Subcontracting (FAR 52.219-14) and the Non-Manufacturer Rule (FAR 52.219-33).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for mail metering services and the purchase of smart lockers for the Wright-Patterson Air Force Base (WPAFB) Official Postal Center (OPC).

Mail Metering Machine Lease:

• Lease of USPS-certified postage metering equipment and meters capable of processing mail at a 97% operational rate.
• Equipment must be modular, support USPS compliance, and accept GSA Schedule 48 pricing.
• Requires two (2) high-volume leased digital Postage Meters with dynamic weighing, differential weighing, and integrated platforms for letters and flats.
• Equipment must process a minimum of 300 letters per minute, handle mail sizes from 3.5"x5" to 13"x15", and automatically adjust for thickness (0.25" to 0.75").
• Requires two (2) remotely connected weighing platforms per meter (up to 70 lbs).
• Provision of five (5) new standalone computer workstations with specified hardware (Intel Core Ultra 5, 16GB DDR5 RAM, 512GB SSD) and current Windows OS.
• Provision of five (5) Zebra ZD421D printers (4-second print speed, 300 DPI).
• Provision of five (5) USB-connected weighing platforms (up to 70 lbs) for standalone stations.
• Provision of five (5) wired keyboards and mice.
• Includes handheld scanners, thermal printers, and ink cartridges.
• Software must support USPS, FedEx, and UPS, interpret P-39 barcode symbology, and generate Intelligent Mail Indicia (IMI).
• Capability to process multiple batches and bill to 100+ accounts.
• User-defined reports with daily, weekly, monthly, quarterly, and annual analytics.
• Maintenance, repairs, and software updates/upgrades are the contractor's responsibility.
• Remedial maintenance response within 4 business hours, with repairs completed within 24 business hours.
• Equipment requiring more than three service calls in a month will be replaced.

Smart Locker Purchase:

• Procurement of 413 Smart lockers with embedded software, hardware/software installation, training, annual maintenance, subscription, and support for two locations (PSC and Jarvis Gym, Area A).
• Lockers to be constructed of 16 or 18-gauge double reinforced cold-rolled steel.
• Control towers to feature industrial-grade touchscreens, cameras, keypads, and scanners.
• System to include data encryption, sensors for package detection, user-friendly interfaces, and real-time alerts.
• Installation at PSC (Bldg 1226) and Jarvis Gym.
• Lockers sized to accommodate general-purpose mobility bags (A-bag: 24"x20"x20") and chemical warfare bags (C-bags: 24"x15"x15").
• Includes a warranty and 1 year of maintenance/repairs, plus six months of continued service pricing.
• Annual preventative and corrective maintenance for locker hardware and software.
• Smart lockers shall be non-proprietary.

General Requirements:

• Contract manager and personnel must comply with installation and facility safety, security, and traffic regulations.

• Contractor personnel require base identification and may be subject to background checks and vehicle searches.

• Prohibits weapons, firearms, and ammunition.

• Immediate reporting of security threats is required.

• Deliverables include set-up completion within 1 week of work commencement.

• Mail Metering: Base Year with four (4) 1-year options. Service location: Official Postal Center, 5237 Cooper Street Building 258, Door 1, Wright-Patterson AFB, OH 45433.

• Smart Lockers: Performance at WPAFB PSC and Jarvis Gym, Area A. Delivery and installation are the contractor's responsibility.

• Hours of Operation: Normal operations Monday-Friday, 0800-1600, except Federal holidays, with potential for mission-driven extended hours.

• All equipment and software must be USPS compliant.

• Contractor must provide training on equipment and software.

• Contractor personnel must have valid IDs and no criminal records to enter WPAFB.

• Commercial vehicles require inspection at the Wright-Patterson Air Force Base Commercial Vehicle Delivery Gate (CVDG).

• Specific locker configurations and quantities are detailed for both Postal Service Center (118 lockers) and Jarvis Gym (295 lockers).

• Production Mailing Technology includes two complete mailing systems with cloud-based software, high-speed processing (300 LPM), automated feeders, weighing platforms, and output stackers.
