Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal sign language interpreting services, primarily face-to-face, at Tobyhanna Army Depot (TYAD).

• Provide sign language interpreting services (English to American Sign Language and vice versa) for TYAD employees, visitors, and contractors.

• Services include simultaneous and consecutive interpreting for meetings, seminars, briefings, training, job interviews, career counseling, performance evaluations, grievance meetings, disciplinary situations, and other discussions.

• Interpreters must be fluent in English and American Sign Language, and possess a high degree of interpreting skill.

• Interpreters must abide by Pennsylvania state registration requirements and hold specific certifications approved by the Office for the Deaf and Hard of Hearing (ODHH).

• Exemptions for specific interpreter requests and provisional registration with a nationally certified interpreter are detailed.

• Response time for in-person interpreting requests: within 72 hours (3 days) of request.

• Notification of ability to fulfill request: within 72 hours (3 days) prior to the event.

• Deductions will be made for late interpreters based on hourly rate per quarter hour.

• Interpreters will be paid for time rendered if an assignment is not completed, but not if they fail to report.

• Invoices are to be submitted monthly.

• Period of Performance: Five (5) years, from October 1, 2026, through September 30, 2031.

• Place of Performance: Tobyhanna Army Depot, 11 Hap Arnold Boulevard, Tobyhanna, PA 18466.

• Security: BPA awardee personnel must have AT OPSEC at proposal submission and maintain it throughout the agreement. Personnel require background checks and adherence to installation access and security policies. Antiterrorism (AT) Level I and iWATCH training are mandatory annually. Operations Security (OPSEC) and Controlled Unclassified Information (CUI) training and adherence are required.

• Staffing: A BPA manager and alternate must be designated. Interpreters must be Pennsylvania state-registered and hold specific certifications. Teams of two interpreters are required for assignments over two hours, with potential exceptions.

• Hours of Operation: Services are generally expected between 7:00 AM and 4:30 PM Eastern Time, Monday through Friday, excluding Federal holidays.

• Key Personnel: A BPA manager responsible for performance and an alternate must be designated.

• Agreement Type: A five (5) year Blanket Purchase Agreement (BPA) will be awarded.

This is a Sources Sought notice issued by the Army Contracting Command (ACC) - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division, for information and planning purposes only. It does not constitute a Request for Proposal (RFP) and no solicitation is currently available. The government is seeking to identify potential vendors capable of providing On-site Sign Language Interpreter services at Tobyhanna Army Depot (TYAD).

• The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and non-personal services necessary to perform on-site, face-to-face/in-person sign language interpreting services as defined in the DRAFT Performance Work Statement (PWS).

• A potential resultant Purchase Order/Contract will be issued by ACC-APG, Tobyhanna Division.

• The North American Industry Classification System (NAICS) code is 541930, Translation and Interpretation Services.

• Interested vendors are requested to submit information on their firm's capabilities to meet the specifications in the DRAFT PWS.

• Responses are due by Wednesday, May 20th, 2026, by Close of Business (COB), 6:00 PM EST.
