To restore full calibration capability for the 88th LRS/LGRMCD Precision Measurement Equipment Laboratory (PMEL) by procuring new high-frequency universal counters, as the current equipment is experiencing severe hardware degradation and failing input impedances.

Procurement of three (3) brand name Keysight 53230A Universal Frequency Counter/Timer units.

• Quantity: Three (3) Each

• Required Options/Configurations:

  • Channel 3 - 15 GHz Continuous Wave (CW) capability
  • Type-N Channel 3 input connection on the front panel
  • LAN, USB, and GPIB connectivity
  • Ultra High-stability Oven Controlled Crystal Oscillator (OCXO) Timebase
  • ANSI Z540-1-1994 Calibration

• Condition: Must be strictly new manufacture; refurbished, used, or gray-market items are unacceptable.

• Delivery Location: PMEL facility receiving area at Wright-Patterson Air Force Base (WPAFB), OH.

• Delivery Schedule: To be provided by the contractor upon contract award based on standard commercial lead times.

• Installation: To be performed by PMEL government contractor personnel; no vendor installation services required.

• Training: None required.

• Warranty: Standard commercial Original Equipment Manufacturer (OEM) warranty required, effective upon Government acceptance.

• Delivery Procedures: Specific procedures for commercial vehicles entering WPAFB, including inspection at the Commercial Vehicle Delivery Gate (CVDG), are detailed. Shipping costs and insurance are to be included in the contractor's proposal. All items shipped FOB Destination.

This notice is for market research purposes only to identify potential sources capable of providing High-Frequency Universal Counters for the 88th LRS at Wright-Patterson Air Force Base, Ohio. The government is seeking capabilities packages from all potential sources, including small businesses (SB), 8(a) participants, HUBZone, EDWOSB, WOSB, SDB, and SDVOSB.

• Firms must submit capabilities packages demonstrating their ability to provide High-Frequency Universal Counters.

• Responses must specify that offered products meet provided specifications and include detailed information showing clear technical compliance.

• Capabilities packages must not exceed five (5) pages.

• Capabilities packages must be submitted via email to Ms. Megan From (megan.from@us.af.mil) and Mr. Curtis V. Thomas III (curtis.thomas.4@us.af.mil).
