This document provides responses to contractor questions regarding the Payload Transporter Replacement (PTR) RFI, FA8214-26-C-PTR.

• Effort Type: The effort is a combination build-to-print and design effort due to the proprietary nature of the armor solution. Production assets will be manufactured from an approved Technical Data Package (TDP). Non-TDP items will require NRE and qualification testing.
• Data Rights: The government does not own the data rights to the proprietary armor solution or formulations. This proprietary data will not be provided.
• Scope of Work: The scope includes the production of five full PTR systems, comprising the tractor, APU, and semitrailer. This is confirmed for pricing.
• Testing Priority: Qualification testing at government facilities will compete with other priorities. While the PMO can advocate, PTR is not guaranteed top priority.
• Testing Contract: There is no current testing contract on record for the PTR program to reference for pricing testing services.
• EVMS: Earned Value Management (EVMS) may be required, potentially tailored based on contract size and value.
• Response Length: The RFI response page length is a maximum of four (4) pages.

These clarifications refine the understanding of the effort's scope, data rights, and submission requirements, which may impact bidder proposals.

• Schedule & Cost Estimates: Expected durations from award through qualification testing and delivery, including ROM pricing for engineering, testing, production, and per-unit costs.
• Testing Locations: Expectations for in-house vs. external testing locations.
• Environmental & Shock Testing: Experience with various environmental tests and shock/vibration testing for nuclear-certified vehicles.
• Intellectual Property Management: Strategy for managing IP, including drawings and standards for nuclear-certified designs.
• Team Size: Expected team composition and size for the PTR production contract.
