Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the specifications for the replacement of an existing air compressor system with a new unit at Tobyhanna Army Depot.

• Removal and disposal of the existing air compressor system.

• Procurement, delivery, installation, and commissioning of a new, fully operational air compressor.

• The new compressor must be a packaged, positive displacement rotary screw type, capable of delivering oil-free air, with a minimum of two stages and an integral speed increaser.

• The system must include an air compressor, electric motor driver, coolers, lubrication system, and regulation and control systems, all mounted on a common base frame and enclosed for noise control.

• Specific performance requirements include a net compressed air output of 1000 SCFM (±2%), an output pressure of 125 psig (±4%), and a maximum output air temperature of 100 degrees F downstream of the aftercooler.

• The system must meet stringent air quality, ambient, and inlet condition operating ranges, as well as specific electrical requirements (480 volts, 3 phase, 60 hertz).

• Detailed specifications are provided for components such as casings, shafts, rotors, gears, seals, bearings, speed increasers, intercoolers, aftercoolers, lubrication systems, electric motors, control panels, and intake devices.

• A three-stage inlet air filter system is required.

• Noise reduction measures, including a sound attenuating enclosure and silencers, are specified to limit noise levels.

• Air flow and pressure measurement and recording, as well as a carbon monoxide monitor, are required.

• Factory testing and a site-specific test plan are mandated.

Request for Information (RFI) / Source Sought

This is a Request for Source Sought (RFI) issued by the Army Contracting Command (ACC) - Aberdeen Proving Ground (ACC-APG), Tobyhanna Division. Its purpose is to identify potential vendors capable of removing and disposing of an existing air compressor and installing a new Rotary Screw Air Compressor that meets specified requirements at Tobyhanna Army Depot (TYAD).
