Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The National Oceanic and Atmospheric Administration (NOAA) intends to award a Firm Fixed-Price purchase order on a sole-source basis to the University of Georgia for DNA Genotyping Services. This presolicitation notice seeks capabilities statements from other sources to determine if a competitive procurement is feasible. The services will produce high-resolution Genetic Stock Identification (GSI) for Atlantic green and loggerhead turtles, supporting NOAA's Southwest Fisheries Science Center (SWFSC) Marine Mammal and Turtle Division (MMTD) objectives. Capabilities statements are due by April 8, 2026.
Scope of Work
The required services involve generating mitochondrial DNA (mtDNA) and nuclear DNA (nDNA) data to fill critical knowledge gaps for Atlantic green and loggerhead turtles. This data will enable fine-scale Genetic Stock Identification (GSI) to support the NMFS protected species Stock Assessment Improvement Plan (SAIP), Biological Opinions, and population assessments. Key tasks include:
- DNA extraction and Quality Control.
- Sequencing of standard mtDNA Control Region (CR) and green turtle informative mitogenomic markers.
- Genotyping of loggerhead turtle samples with 16 customized nDNA microsatellite loci.
- Genotyping of green turtle samples with 13 customized nDNA microsatellite loci.
- Processing up to 740 samples.
- Deliverables include raw sequences (FASTQ files) and genotype data (allele calls).

Evaluation
This is a presolicitation notice for a planned sole-source award to the University of Georgia, justified by their unique capability in customized assays compatible with existing datasets. The government will consider capabilities statements received to determine if a competitive procurement is possible. Submissions must include technical data and cost information demonstrating capability.
Submission Instructions
Capabilities statements must be submitted via email ONLY as a Microsoft Word or Adobe PDF attachment (less than 20 MB total) to Madison Vogeler (madison.vogeler@noaa.gov) and Aakanksha Bhargava (aakanksha.bhargava@noaa.gov). The subject line must read "143051-26-0036 - SWFSC DNA Genotyping Services". Offerors are responsible for confirming receipt.
