The U.S. Army Corps of Engineers (USACE), Albuquerque District, intends to award a new contract for ProjNet software access, used by USACE Albuquerque District for required Bidders Inquiry. This will be accomplished on a sole source basis in accordance FAR 13.106-1(b)(1)(i), Purchases not exceeding the simplified acquisition threshold and only one source reasonably available.
Services under this contract include but are not limited to the following: subscription services for access to the ProjNet Bidder Inquiry software for procurements advertised by the US Army Corps of Engineers. Continuous access to SPA Government users and industry. Maintain the software, as necessary, to allow for uninterrupted services, other than minimal necessary downtimes that may be necessary for such maintenance.
Engineer Regulation 1110-1-8159 (1 January 2015), Established that the use of Dr.Checks is mandatory for all military and civil projects requiring the established design review process. Dr.Checks is available from the ProjNet website at http://www.projnet.org/ . For access, each district is charged an annual subscription fee for help-line support and unlimited use of the system by government and private sector personnel assigned project review responsibility by a district

This Notice of Intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All submissions will be evaluated for the sole purpose of determining whether competitive opportunities exist. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. All responses received within 15 days will be considered. Late submissions will not be considered. Detailed responses to this notice shall be submitted to the following email addresses no later than 4:00 PM (Standard Mountain Time), December 18, 2025; harry.j.riverareyes@usace.army.mil. Telephone responses will not be accepted. If no submissions are received, the government will proceed with a noncompetitive action. An informational copy of the noncompetitive solicitation will be available IAW FAR 5.102(a) after December 18, 2025, but competitive quotations will not be considered. The U.S. Army Corps of Engineers, Albuquerque District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirement listed. In order to be eligible for award of a government contract, a firm must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications. Firms must register on a one-time basis and annually confirm accuracy and completeness of registration information.
