Amendment / Modification

This amendment provides instructions for obtaining draft SDN MOC Spiral 1 documentation, including a draft Statement of Work (SOW) and draft Technical Requirements Document (TRD). These documents contain Controlled Unclassified Information (CUI) and will be shared via DoD SAFE. A classified appendix to the TRD will be shared via JWICS.

This amendment details the process for requesting and receiving both CUI and classified documents.

• CUI Documents: To receive CUI documents, prospective offerors must email ssc.szm.security@us.af.mil with specific company and contact information, including CAGE code, UEI, and contract number (or FSO-signed letter if no active contract). Compliance with NIST SP 800-171 and DFARS 252.204-7012 is required for protecting CUI. Subcontractors must also comply.

• Classified Documents: To receive the classified TRD appendix, interested companies must email the Technical POC (Major Anthony Gentry) with their JWICS email address.

• Feedback Process: Industry feedback is requested by 8:00 am PDT on April 29, 2026. Feedback should focus on the top 8 most critical pieces, particularly inconsistencies, ambiguities, omissions, or significant cost drivers. Feedback should be submitted via email to the Technical POC using a provided Comment Resolution Matrix (CRM) and should remain unclassified.
