Following a positive white paper review, selected offerors will be invited to submit full technical and cost proposals via a letter Request for Proposal (RFP). Evaluation criteria will be detailed in each specific call, focusing on technical merit and cost/price factors. Offerors must comply with RFO 52.215-1 "Instructions to Offerors – Competitive Acquisitions" and mark proposals accordingly.
