Quick Summary
The US Space Force (USSF), Space Systems Command (SSC), is conducting market research through a Request for Information (RFI) for a new Spaceport Development Program (SDP). This RFI seeks Statements of Capabilities (SoC) from spaceport operators to enhance military utility and support DoD and Rocket Systems Launch Program (RSLP) missions. The SDP is envisioned as a multiple-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Responses are due February 13, 2026.
Scope of Work
The SDP aims to achieve two primary objectives:
- Enhance US-based spaceport capabilities to increase military utility for future DoD launch services.
- Provide spaceport-related services for RSLP launch missions, including launch site modifications, infrastructure upgrades, launch operations support, and equipment shipment/storage.
Qualified respondents are anticipated to have an existing FAA license for space launch, be non-federally funded, and possess existing spaceport facilities capable of processing DoD payloads and providing launch services.
Statement of Capabilities (SoC) Requirements
Respondents must submit a SoC (presentation or narrative, max 15 pages) addressing:
- Evidence of a spaceport Federal Aviation Administration (FAA) license.
- Description of non-federal infrastructure and facilities.
- Description of recent successful launches or plans to support a launch by end of CY 2026.
Additional questions cover spaceport ownership, types of FAA-licensed launches, capabilities for classified launch services (Secret level or above), percentage of cleared personnel, current/planned capabilities for CY 2026, and utilization of RSLP funding.
