This document is a "Covered Telecommunications Equipment or Services – Representation" form. It requires the Offeror to represent whether they will provide or use covered telecommunications equipment or services in the performance of any contract resulting from this solicitation.

• Date: To be filled in by the vendor.
• Representation: The Offeror must represent that, after reasonable inquiry, they will not provide covered telecommunications equipment or services to the Government, and do not use such equipment or services, except as waived or disclosed.
• Definition of Covered Telecommunications Equipment or Services: Includes equipment and services produced by specific Chinese companies (Huawei, ZTE, Hytera, Hikvision, Dahua) or entities believed to be owned or controlled by a covered foreign country's government.

Bidders must complete and submit this form as part of their offer. Failure to provide the required representation may impact their ability to be considered for the opportunity. It is crucial for bidders to understand the definition of covered telecommunications equipment and services to ensure accurate representation.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional Spanish language instruction services to assist the U.S. Consulate General in Ciudad Juarez, Mexico, in achieving and maintaining Department of State, National Foreign Affairs Training Center (NFATC) Spanish language comprehension standards for U.S. Direct Hire employees and Adult Eligible Family Members.

• Develop and provide instruction for beginner (L001), intermediate (L002), and advanced (L003) Spanish classes.

• Instruction will focus on communication with native speakers, covering topics such as Mexican culture, general interest, conversational skills, and consular interviewing skills.

• Develop curriculum including speaking, listening, and reading skills to meet NFATC standards.

• Provide student progress documentation and training recommendations, reporting progress monthly.

• Offer student counseling to address performance and corrective actions.

• Organize and facilitate language enrichment and cultural immersion activities outside the Consulate.

• Instruction to meet NFATC standard of 3 in speaking.

• Monthly reporting of student progress.

• Weekly counseling for students in danger of failing proficiency tests.

• Monthly meetings with the Post Language Officer (PLO) to provide feedback and propose lesson plans.

• Submission of complete and accurate monthly attendance reports and invoices.

• The period of performance is one year.

• Classes will be held at the U.S. Consulate General, Ciudad Juarez, Paseo de la Victoria 3650.

• Classes will be provided during regular business hours (8:00 am - 5:00 pm), Monday - Friday.

• Anticipated average of 15 instructional hours per week.

• Classes can be provided online if the facility is closed or on reduced operations, with PLO approval.

• Classes will be for 1-5 participants.

• Group instruction hours anticipated at 440; individual instruction at 170 during the performance period.

• Contractor to provide all instructional materials, including texts, handouts, and audio-visual media.

• Contractor to provide necessary site support materials and equipment (e.g., markers, consumable supplies).

• Instructors must be qualified, capable of answering in-depth questions, and able to obtain a local security clearance.

• Contractor to provide instructor supervisor(s) to supervise performance and address deficiencies.

• No classes will be held on U.S. and Mexican Federal Holidays (2026 holiday schedule provided).

• Contractor must fulfill and sign the NDAA889 compliance document.
