Statement of Work (SOW) / Performance Work Statement (PWS)

To provide conversational Spanish language instruction at the Education Center, Soto Cano Air Base in Honduras, Central America.

• Provide eight modules of conversational Spanish language instruction, totaling fifty-four hours per module.

• Instruction levels will range from Basic to Intermediate/Advanced.

• Services are available to active-duty military and authorized civilians.

• Classes will only be scheduled if at least 8 students are enrolled, with a maximum of 30 full-time students.

• Contractor will provide an overview of Spanish grammar and conversational skills.

• Contractor will provide class syllabi and homework/assessments.

• 100% compliance is required for all tasks, including providing overviews, syllabi, reporting incidents, filing documents, and maintaining appearance.

• Specific performance objectives include combating trafficking in persons (100% compliance) and Service Contract Reporting (100% compliance).

• Failure to meet performance standards may result in a deduction of up to 10% from monthly invoices.

• Period of Performance: One (1) Base Year (12 months) plus four (4) additional option years.

  • Base Period: June 1, 2026 - May 31, 2027
  • Option Periods: June 1, 2027 - May 31, 2031

• Place of Performance: Army Continuing Facility or any classroom authorized at the Education Center, Soto Cano AB, Honduras.

• Contractor must develop and implement a Quality Control Plan (QCP) within 30 days of award.

• Personnel must have a college degree in education or equivalent, teaching or foreign languages/certification, a minimum of two years of classroom experience teaching a foreign language, and Level IV proficiency in Spanish and English.

• Contractor employees must identify themselves as contractors and wear appropriate identification.

• Adherence to security requirements, including background checks and drug testing, is mandatory.

• Contractor must follow all applicable regulations, publications, and local policies.

• Government will provide facilities, student desks, whiteboards, computers, textbooks, and a copier.

• Contractor is responsible for providing class syllabus and other materials not provided by the government.
