SPANISH LANGUAGE INSTRUCTOR SERVICES

Statement of Work (SOW) / Performance Work Statement (PWS)

The U.S. Consulate General Monterrey requires Spanish language instruction services for eligible employees and their family members to support professional development and enhance their ability to perform duties in a Spanish-speaking environment.

• Provide Spanish language instruction to approximately 5-20 students at the U.S. Consulate General Monterrey.

• Instruction to be delivered in-person, including individual and group classes based on student needs and proficiency levels.

• Provide all physical and digital materials required for learning (textbooks, workbooks, audio-visual materials, supplementary resources).

• Objectives based on individual student needs and aligned with the U.S. Interagency Language Roundtable (ILR) scale.

• Instruction provided at three proficiency levels:

  • Beginner (ILR 0 to 1): Foundational grammar and vocabulary for basic work tasks and everyday experiences.
  • Intermediate (ILR 1+ to 2+): Improving professional fluency, work-related vocabulary, and everyday situations.
  • Advanced (ILR 3 and above): Achieving advanced professional fluency, complex topics related to Mexican society, politics, economics, culture, and current events.

• Instructor Qualifications: Native or near-native Spanish speakers with demonstrated experience teaching adults; must pass security vetting.

• Needs Assessment: Conduct initial assessments to determine student placement and develop learning plans.

• Scheduling Flexibility: Accommodate consulate operational requirements during normal business hours (Monday-Friday, 8:00 AM - 4:00 PM local time).

• Progress Tracking: Maintain attendance and progress records; provide periodic reports to the Post Language Program Officer (PLO).

• Class Formats: Provide both individual (one-on-one) and small group (2-5 students) classes.

• Facility Access: Comply with all consulate security requirements.

• Approximately 5-20 students for the base year. Actual quantities may vary.

• One base year and four option years, at the Government's discretion.

• Firm-fixed hourly rates for group instruction.

• Cost of instructional materials included in the hourly rate.

• Standard session length is 1 hour; alternative lengths may be proposed with justification.

• Indefinite Delivery/Indefinite Quantity (IDIQ).

• Maximum value for the base year not to exceed $10,000 USD.

• Government personnel request instruction at least five (5) business days in advance, specifying proficiency level, type of instruction, preferred date/time, and number of hours.

• Contractor confirms availability within two (2) business days.

• More than 24 hours in advance: No charge.

• Less than 24 hours in advance: 50% of session fee.

• No-shows without notice: 100% of session fee.

• Government operational emergencies are exempt.

• Payment in Mexican pesos (MXN) or U.S. Dollars (USD) via EFT within 30 days of invoice approval.

• Contractor identifies Mexican taxes on invoices; U.S. Government generally exempt from IVA.

• Submit hourly rates, basis for pricing, assumptions for materials/costs, and proposed pricing for option years.

• U.S. Consulate General Monterrey, Avenida Alfonso Reyes 150, Valle, 66196 Cdad. Santa Catarina, N.L., Mexico.

• Classroom space at the consulate will be provided.

• Rebecca Kelsay (KelsayRM@state.gov) is the primary point of contact for technical matters and performance monitoring.

• Monthly invoices for services rendered, submitted electronically to MTRFacturas@state.gov.

• Invoices must include invoice number/date, contract number, period of performance, detailed breakdown of services, and total amount due.

• Government monitors contractor performance through student feedback, PLO observation, progress reports, and assessment of proficiency gains.

• Performance standard: No more than one customer complaint per month.

• Procedures for handling unacceptable services and complaints are outlined.
