The Naval Surface Warfare Center, Panama City Division (NSWCPCD) is conducting a Sources Sought (SS) to identify potential sources for a commercial off-the-shelf (COTS) portable fuel storage system with an integrated pumping capability. This system is for the Self-Support Distributed Refueling System (SPDRS) program. This is not a Request for Proposals (RFP) and is for information and planning purposes only. Responses are due by June 22, 2026.
Scope of Work
NSWCPCD is seeking a portable fuel storage and transfer system with the following key parameters:
- Fuel Handling: Capable of receiving fuel from a military hand service nozzle (1.650-inch diameter, 7.280-inch length) and dispensing fuel using an integrated pump. Both receiving and dispensing rates should be a minimum of 10 GPM (threshold) or 25 GPM (objective).
- Measurement: Must accurately measure fuel remaining and dispensed volume.
- Capacity: Two sizes are required:
- SPDRS Small: 20-50 gallons maximum capacity.
- SPDRS Medium: 70-120 gallons maximum capacity.
- Transport & Durability: Transportable on off-road vehicles when full, stackable when full, and man-portable by 2-6 Marines when empty. Desired to withstand a 5.3 ft drop when full and include a drain plug.
- Compatibility: 24V and/or 12V compatible, fully operational from -25°F to 125°F without special cold-weather kits, and compatible with MILSPEC fuels (diesel, JP-8).
Submission Requirements
Vendors must provide:
- Responses detailing how their solution meets each key parameter.
- Relevant documentation (data sheets, manuals, test reports), including filter details, Berry Compliance, and DOT compliance.
- Unit cost with price breaks up to 100 units (not-to-exceed estimate is acceptable).
- Reliability data, anticipated life-cycle, and lead-times.
- Return for repair process and estimated service charge.
- Technology Readiness Level (TRL) and use in DoD programs.
- Overall dimensions, empty weight, material handling features, and sloshing reduction mechanisms.
- Firm details: name, address, business size/status (Large, Small, 8(a), WOSB, HUBZone, VOSB, SDVOSB), ownership, SAM info, DUNS & CAGE.
