Scope of Work

This solicitation covers the supply of twin pack items, specifically:

• Peanut Butter and Jelly Twin Pack: 1.12 oz PB, 1 oz Jelly, US Grade A or Fancy, perforated pouches, 12 units per intermediate plastic bag.
• Peanut Butter and Jam Twin Pack: 1.12 oz PB, 1 oz Jam, US Grade A or Fancy, perforated pouches, 12 units per intermediate plastic bag. All items require a 36-month shelf-life. Contractors must submit Product Demonstration Models (PDMs) (30 samples per line item) to DLA Troop Support locations for evaluation, which will serve as production standards. Packaging and marking must comply with DLA Troop Support Form 3556 and MIL-STD-129. Products must originate from sanitarily approved establishments, and contractors must have an Integrated Pest Management (IPM) program and a Food Defense Plan, adhering to Current Good Manufacturing Practices (cGMP) (21 CFR Part 110).

Contract Details

• Contract Type: Indefinite Delivery Purchase Order (IDPO) with Firm Fixed Prices.
• Period of Performance: Three (3) consecutive tiered year delivery periods, each 365 days.
• Estimated Quantities: An estimated annual quantity of 100,000 BG per line item.
• IQC Quantities: Minimum Contract Quantity of 30,000 BG, Total Contract Quantity of 300,000 BG, and a Maximum Contract Quantity of 450,000 BG.
• Pricing: F.O.B. Destination basis, with pricing required for all three tier years, formatted to two decimal places.

• Evaluation Criteria: Proposals will be evaluated using the Lowest Price Technically Acceptable (LPTA) method. Technical factors, primarily the Product Demonstration Models (PDMs), will be rated as Acceptable or Unacceptable. Award will be made to the technically acceptable offeror with the lowest overall total evaluated price.
