Justification for Limited Competition
This acquisition is justified under 10 U.S.C. 3204(a)(1), permitting acquisition from only one or a limited number of sources. A sources sought notice posted on August 28, 2025, yielded no responses. Technical data is not available and cannot be developed to permit full and open competition, reflecting the minimum needs of the Government. The Engineering Support Activity (ESA) will not change the AMSC code to "Z" due to quality controls associated with the NSN, maintaining the selected AMSC code "D" under FAR 13.5.
Actions to Overcome Barriers to Competition
A synopsis will be posted to allow other manufacturers to submit a source approval package for DLA Aviation's consideration, enabling alternate sources to be considered in the future.
Approval
The justification has been approved by the Contracting Officer, as the value does not exceed $750,000.
