Contractors may also perform incidental commercial services related to supplying these items. The contract requires worldwide support for routine, urgent, and emergency deliveries, with detailed plans for transportation, warehousing, and customs management.

Submission & Evaluation

  • Proposal Submission: Proposals must be submitted in three volumes: Non-Price (Volume I), Price (Volume II), and Documents (Volume III). Electronic upload via DIBBS is preferred, but email offers are authorized for initial proposals.
  • Offer Due Date: July 6, 2026, at 3:00 PM EST.
  • Evaluation: A Best Value Tradeoff source selection process will be used. Non-price factors (Technical Merit and Past Performance) are significantly more important than price.
  • Set-Aside: At least two awards are reserved for small businesses.
  • Key Requirements: Offerors must provide firm-fixed ceiling prices for a Price Evaluation List (PEL) of 100 items (minimum 90% priced) and pricing for one incidental service scenario (labor costs only). F.O.B. Destination pricing is required. Signed supplier agreements must be included in Volume I. CMMC Level 2 (C3PAO) is required prior to award. No executive summaries, graphics, pictures, screenshots, or tables are permitted in Volume I.

This is a new requirement with no incumbent. Bidders must use the REVISED Attachment A- Volume II- Pricing.xlsx for their price proposals, which includes updates to several PEL items.
