Questions & Answers / Clarifications

This document provides responses to timely submitted questions regarding solicitation SPE8E326R0001, Amendment 0002.

• Incumbency: The requirement is new, and there is no incumbent.
• CUI Documents: Amendment 0001 provided a corrected copy of Attachment D (Data Specification Document), which was identified as CUI and published to DIBBS and SAM.gov.
• PEL Item Pricing: Offerors must provide F.O.B. destination ceiling prices that include all costs for any delivery destination worldwide. These prices should account for business risks associated with pricing PEL items or Acceptable Alternates. The quantities shown are based on historical demand and the Government is not obligated to purchase at these levels.
• NAICS Code: The assigned NAICS Code is 333999.
• Supplier Agreements: Offerors must include copies of actual signed agreements, letters of supply, or similar written commitments with suppliers, manufacturers, and/or distributors as "Appendix A" within Volume I of their proposal. This applies to transportation service carriers, warehouses, and consolidation providers as well.
• Obsolete/Discontinued Items: Several PEL items (e.g., 5, 27, 28, 45, 51, 61, 69, 78, 83) have been replaced or updated. Revised Solicitation Attachment A- Volume II- Pricing, tab 1, reflects these changes and highlights them in yellow.
• Proposal Submission: Executive summaries, graphics, pictures, screenshots, and tables are NOT permitted on Volume I.
• Question Deadline: The deadline for submitting questions (April 30, 2026) will not be extended.
• Proposal Submission Deadline: The solicitation closing date has been extended to July 6, 2026, at 3 PM EST.

Solicitation / RFP / RFQ

This solicitation, SPE8E326R0001, is a revised solicitation for multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Maintenance, Repair and Operations (MRO) Tailored Logistics Support (TLS) Contracts. The objective is to expand the current MRO TLS program's supply, material-related incidental services, and logistics capabilities to supplement and enhance support for the existing MRO TLS program worldwide. All delivery orders above the micro-purchase threshold will be competed amongst the contract holders.

• Product Support: Awardees will supply MRO products, equipment, and related supplies, including but not limited to HVAC, plumbing, electrical, tools, chemicals, construction supplies, pre-fabricated structures, perimeter security items, communication devices, appliances (excluding food service equipment), janitorial and sanitation products, facilities maintenance-related heavy equipment, aviation and shipyard maintenance-related products, surveillance equipment, environmental testing equipment, weather testing equipment, and personal protective equipment.

• Incidental Services: Contractors may be asked to perform incidental commercial services related to supplying items.

• Pricing: Offerors must provide firm-fixed ceiling prices for a Price Evaluation List (PEL) of 100 items (minimum 90% priced) and pricing for one incidental service scenario. Prices must be F.O.B. Destination.

• Distribution/Delivery: Contractors must demonstrate the ability to support routine, urgent, and emergency delivery requirements worldwide, including detailed plans for transportation, warehousing, and customs management.

• Performance Metrics: Minimum contractual requirements include 90% On-Time Delivery Rate, 95% Fill Rate, 98% Quality Rate, and 90% Quote Responsiveness Rate.

• Contract Type: Indefinite Delivery, Indefinite Quantity (IDIQ) with a base ordering period of two (2) years and four (4) two-year option periods, for a maximum term of ten (10) years.

• Estimated Demand: Total estimated value over 10 years is $5,214,000,000.00. The annual estimated demand is $521,400,000.00.

• Contract Minimum: $100,000.00 minimum dollar value of supplies guaranteed during the base period per awardee.

• Maximum Contract Value: $10,428,000,000.00 for all contracts awarded.

• Proposal Submission: Proposals must be submitted in three volumes: Non-Price Proposal (Volume I), Price Proposal (Volume II), and Documents (Volume III).

• Submission Method: Electronic upload via DIBBS is preferred. Email offers are also authorized for initial proposals.

• Offer Due Date/Local Time: July 6, 2026, at 3:00 PM EST.

• Evaluation: Proposals will be evaluated using a Best Value Tradeoff source selection process. Non-price factors (Technical Merit and Past Performance) are significantly more important than price.

• Set-Aside: Up to two awards are reserved for small businesses.

• Offerors must be registered in the Joint Contingency Contracting System (JCCS) and eligible for installation access.

• At least two awards are reserved for small businesses.

• Mailed, hand-carried, or facsimile offers are NOT authorized for initial proposals.

• The Government reserves the right to cancel this solicitation at any point.

• Cybersecurity Maturity Model Certification (CMMC) Level 2 (C3PAO) is required prior to award for contractor information systems processing, storing, or transmitting FCI or CUI.
