SPECIAL NOTICE - Real Property Support Services III (RPSS III)

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide on-site or remote real property support services for Department of Defense (DoD) customers across the Continental United States (CONUS) and any OCONUS locations where DoD has a presence. This contract aims to improve the accuracy of real property information, reduce audit failures, and enhance reporting of facility data.

This PWS outlines support for three main areas:

• Direct Maintenance of Real Property System of Record Data: Includes data collection, review against audit regulations, data entry, quality checks, and reporting. Does not include assessments requiring substantial engineering.
• Provision of Subject Matter Experts (SMEs): Full-time support to individual Garrisons to augment staff. Expertise may include Master Planners, Environmental Engineers, Fire Protection Engineers, Certified Playground Inspectors, and others related to Real Property Systems of Record.
• Standalone Studies and Analyses: Includes requirements analysis, utility analyses, environmental analysis, and economic/financial analysis, provided they do not lead to construction or are not designated as Master Planning analyses.

Performance will be evaluated based on metrics for quality, timeliness, safety, conformance, and management. Specific metrics will be detailed in individual task orders, with evaluations scored as superior, acceptable, marginal, or unacceptable.

• Contract Period of Performance (PoP): A 24-month base ordering period with three (3) 12-month option ordering periods.

• Place of Performance: Determined by individual task orders. Work may be performed at contractor offices or on-site at DoD locations. OCONUS travel is considered a highly unusual requirement.

• Contract Type: Multiple Award Task Order Contract (MATOC).

• Personnel: Requires a Program Manager and Program Analyst with specific experience in Real Property Systems of Record. All personnel must maintain a favorable National Agency Check with Written Inquiries (NACI).

• Training: Mandatory training includes Antiterrorism (AT) Level I, Threat Awareness Reporting Program (TARP), Operational Security (OPSEC), and Information Assurance (IA)/Information Technology (IT).

• Security: Compliance with installation access requirements, personal identity verification, and Force Protection Conditions (FPCON).

• Safety: Adherence to federal, state, and local SOH requirements, including OSHA standards and EM 385-1-1.

• Reporting: Monthly Status Reports (MSR) are required, detailing project progress, accomplishments, and issues.

• Government Property: No government property will be provided; the contractor supplies all necessary personnel, supplies, and equipment. Workspace and utilities will be provided by the government.

• Organizational Conflict of Interest (OCI): Contractors must notify the Contracting Officer of any potential OCI and submit a mitigation plan.

Request for Information (RFI)

This RFI seeks industry feedback to identify a more suitable North American Industry Classification System (NAICS) code for the Real Property Support Services III (RPSS III) requirement. The government is currently evaluating alternative NAICS codes to potentially support a future Multiple Award Task Order Contract, which may better align with the scope of work than the current NAICS code 541611 (Administrative Management and General Management and Consulting Services) used for the Generation II Single Award Task Order Contract. This RFI is for market research purposes only and is not a solicitation.

• Impact of NAICS code changes (541611 to 541990 or 561499) on a Small Business 8(a) contract qualification and competition.

• Whether a different NAICS code would better align with business capabilities.

• Experience performing real property support services under NAICS 541990 or 561499, with requests for examples of awarded contracts.

• Typical NAICS codes used by companies for similar government contracts and whether 541990 or 561499 accurately reflect the required work (referencing an attached PWS).

• Recommendations for alternative NAICS codes to ensure Small Business participation.

• Likelihood of submitting a proposal under NAICS 541990 or 561499 compared to 541611, and concerns regarding size standard, eligibility, or competition.

• Potential barriers to participation based on NAICS code changes and steps the government could take to ensure 8(a) Small Business participation while aligning with the scope of work.
