Purpose & Scope
This requirement seeks to establish a multiple-award BPA to provide state-of-the-art Specialized Operational Equipment (SOE) and Chemical, Biological, Radiological, Nuclear, and Explosives (CBRNE) equipment, along with responsive global logistics support services. The primary objective is to support the Bureau of Arms Control and Nonproliferation (ACN) / Nonproliferation and Disarmament Fund (NDF) in preventing the spread of weapons of mass destruction (WMD) and upgrading security at vulnerable sites globally.
Equipment types include, but are not limited to, thermal imagery, night vision, nonintrusive inspection systems, TSA-approved baggage scanners, autonomous reconnaissance (e.g., small unmanned aerial systems), surveillance equipment, SOE parts & components, CBRNE detection equipment, CBRNE auxiliary items, and Personal Protective Equipment (PPE).
Contract Details
- Contract Type: Multiple Award Blanket Purchase Agreement (BPA)
- Term: One base year with four (4) one-year option periods.

- Place of Performance: Services will be provided globally to support NDF missions. Classified work and SCI access will occur at Department of State facilities in Washington, DC.
- Call Order Types: Firm-Fixed Price (FFP), Labor Hour (LH), or Cost Reimbursement (COST).
Key Requirements & Deliverables
- Provision of SOE and CBRNE equipment, including maintaining a Pre-Qualified Equipment Catalog.
- Global logistics support, including supplier risk management, delivery, labor availability, cargo movement, transportation, export control documentation, and customs clearance.
- Project management, including kickoff meetings, progress reporting, tracking actions/risks, and technical advice.
- Security: Requires TOP SECRET personnel and facility clearances. Key personnel (Program Manager, Deputy Project/Logistics Manager, WMD SME) must possess TOP SECRET clearance. Access to Sensitive Compartmented Information (SCI) is required at DOS facilities only.
