Scope of Work
The FBI requires existing, specialized OSINT SaaS tools across 11 distinct categories (Contract Line Item Numbers - CLINs), including Financial/Banking Information, Deep/Dark Web, US/International Business Data, Vehicle History, Historical Internet Data, Terrorism-Related Information, Image/Video Information, Identity Records, and Property/Land Records. Contractors must provide tools with robust analytics, user-friendly interfaces, 24/7 availability, a helpdesk with a 5-minute response time, 508 compliance, and data export capabilities. Tools must be accessible via web browsers, with no software installation required, and must have strong security postures (FedRAMP preferred, 256-bit encryption). Facial recognition capabilities must be disabled. The Government will select a maximum of two tools per CLIN.

Submission & Evaluation
Proposals are due June 5, 2026, at 2:00 PM ET and must be submitted via email. Offerors must submit a complete and full proposal, including all three volumes, for each CLIN they wish to bid on. Proposals consist of:
- Volume I: Company Data (1 page)
- Volume II: Technical Approach (9 pages per CLIN)
- Volume III: Price (3 pages narrative + Pricing Template). Offerors must submit a revised Price Volume or a signed certification confirming pricing validity for 120 days from June 5, 2026. Evaluation will use a best-value "trade-off" approach, with Technical Approach being more important than Price. A security review (Product Risk Assessment) is a pre-award suitability assessment.
