Quick Summary

The Federal Bureau of Investigation (FBI) is soliciting proposals for a Multiple-Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Specialized Open-Source Intelligence (OSINT) Tools. This Total Small Business Set-Aside opportunity seeks Software as a Service (SaaS) solutions to support the FBI's Directorate of Intelligence (DI) in analyzing Commercially Available Data (CAI) and Publicly Available Information (PAI) to identify, organize, and analyze threat-related data. Proposals are due June 5, 2026, at 2:00 PM ET.

Scope of Work

The FBI requires existing, specialized OSINT SaaS tools across 11 distinct categories (Contract Line Item Numbers - CLINs), including Financial/Banking Information, Deep/Dark Web, US/International Business Data, Vehicle History, Historical Internet Data, Terrorism-Related Information, Image/Video Information, Identity Records, and Property/Land Records. Contractors must provide tools with robust analytics, user-friendly interfaces, 24/7 availability, a helpdesk with a 5-minute response time, 508 compliance, and data export capabilities. Tools must be accessible via web browsers, with no software installation required, and must have strong security postures (FedRAMP preferred, 256-bit encryption). Facial recognition capabilities must be disabled. The Government will select a maximum of two tools per CLIN.

Contract Details

  • Type: Multiple-Award IDIQ
  • Set-Aside: Total Small Business (NAICS 513210, $47M size standard)
  • Period of Performance: Base year + four 12-month option periods + a 6-month extension.
  • Minimum Guarantee: $500 per contract year for each awardee.
  • Place of Performance: Online, accessible from FBI locations.

Submission & Evaluation

Proposals are due June 5, 2026, at 2:00 PM ET and must be submitted via email. Offerors must submit a complete and full proposal, including all three volumes, for each CLIN they wish to bid on. Proposals consist of:

  • Volume I: Company Data (1 page)
  • Volume II: Technical Approach (9 pages per CLIN)
  • Volume III: Price (3 pages narrative + Pricing Template). Offerors must submit a revised Price Volume or a signed certification confirming pricing validity for 120 days from June 5, 2026. Evaluation will use a best-value "trade-off" approach, with Technical Approach being more important than Price. A security review (Product Risk Assessment) is a pre-award suitability assessment.

Key Updates

This solicitation has been amended multiple times. The latest update (May 29, 2026) re-opened the solicitation, updated the RFP, SOW, Pricing Template, and Terms & Conditions, and set the new proposal deadline. CLIN 3 (Digital Asset Information) was removed in an earlier amendment.
