Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The USAF Academy (USAFA), Department of Chemistry (DFCH), is conducting market research through a Sources Sought / Request for Information (RFI) to identify potential capable sources for a high-performance spectrofluorometer (fluorimeter) system. This notice is for informational and planning purposes only and is not a solicitation. The goal is to determine commercial availability and evaluate potential small business set-aside opportunities. Responses are due June 30, 2026.

Scope of Work

The USAFA Department of Chemistry requires a replacement for a 20-year-old fluorimeter whose excitation source is failing and for which replacement parts are unavailable. A modern replacement is critical for upper-division course instruction impacting 60-80 cadets annually. Key requirements (salient characteristics) for the new system include:

  • Multiple Data Collection Modes: Must support fluorescence, phosphorescence, chemiluminescence, and bioluminescence.
  • Excitation Source: Xenon flash lamp-based system, minimizing photo-bleaching, with a high-frequency flash rate and room-light immunity.
  • Optical Beam Geometry: Horizontal configuration to maximize collection efficiency for low sample volumes.
  • Sensitivity & Detection: High-sensitivity photomultiplier tube for enhanced sensitivity above 700 nm, capable of measuring picomolar amounts of fluorescein, with a guaranteed Signal-to-Noise Ratio (SNR) of >500:1 for the Raman Band of Water.
  • Sample Handling & Temperature Control: Automatic measurement of four or more cells, includes solid sample holder accessory, and a water-thermostatted single-cell holder with a compatible water pump. Integrated Peltier thermostatting system with ±0.3 °C accuracy.
  • Data Collection: Microsecond time intervals for phosphorescence; capability for fluorescence scans at different temperature intervals.
  • Sampling Versatility: Capable of reading microplates for high-throughput analysis and solid samples.
  • System Configuration: Includes a desktop PC with compatible software for instrument interface and control.
  • Installation & Training: On-site installation and introductory equipment/software familiarization/training session required.

Requested Information from Vendors

Vendors are requested to submit a capability statement (not exceeding 5 pages) addressing:

  • Company Profile: Name, address, POC, phone, email, SAM expiration, CAGE Code, UEI.
  • Business Size: Business size standard, socioeconomic category (under NAICS 334516), and if a small business, domestic manufacturer or authorized reseller status.
  • Capability: Statement detailing ability to meet salient characteristics, including product brochures/spec sheets.
  • Manufacturing Status: Manufacturer or supplier information, and foreign-owned/controlled status.
  • Contract Vehicles: GSA MAS or other GWAC contract numbers.
  • Commercial Practices: Lead time and warranty terms.
  • Condition of Equipment: New, reconditioned, remanufactured, or surplus.
  • Estimated Pricing: For the system and components meeting minimum requirements.

Contract & Timeline

  • Opportunity Type: Sources Sought / Request for Information (RFI)
  • Set-Aside: Market research to evaluate potential small business set-aside opportunities (none specified at this stage).
  • Anticipated Contract Type: Firm-fixed price.
  • Delivery: FOB Destination to USAF Academy, CO 80840.
  • Response Due: June 30, 2026, at 10:00 AM MDT.
  • Published Date: June 16, 2026.
