This is a Request for Quotation (RFQ) for a Spectro mobile Arc Spark spectrometer, or an equal, to support mobile chemical analysis of metal parts at DLA Maritime – Portsmouth. The requirement includes the spectrometer itself, a mid-warranty preventative maintenance (PM) and training, and three option years for annual PM.

• Spectrometer: Must be a mobile Arc/Spark spectrometer capable of analyzing alloys in Iron, Nickel, Copper, Cobalt, Aluminum, and Titanium bases. Specific requirements include a wheeled cart, rechargeable battery, power supply, argon supply and regulator, a probe (at least 3m/9ft) with adapters for curved surfaces, printer connection, calibration standards, and 2 days of user training. It must detect Carbon, Phosphorus, and Sulfur in steel within a wavelength range of 185-670nm.

• Mid-Warranty PM & Training: 2 days, 6-9 months after setup, for on-site operational knowledge and basic troubleshooting.

• Option Year PMs: Three annual PM events following the initial 1-year warranty, each including one day on-site for maintenance, software updates, and consumable replacement.

• Period of Performance: One-time purchase with a 1-year warranty. Three (3) option years for PM services.

• Delivery: Required by April 1, 2026 (Government RDD).

• FOB Terms: Destination.

• Quote Due Date: February 6, 2026, 03:00 PM EST.

• Evaluation Criteria: Lowest Price Technically Acceptable (LPTA). Offers will be evaluated for technical acceptability against the specifications. Award may be made without discussions.

• Required Forms/Provisions: Offerors must be registered in SAM. Specific provisions (FAR 52.204-7(b)(1), 52.204-26, 52.204-24, 252.204-7016) must be completed and submitted with the quote.

• One (1) Spectro mobile Arc Spark spectrometer, or an equal, meeting specific technical requirements (see SOW section 4.1 for details).

• All personnel performing work must be US citizens and comply with shipyard security requirements.

• Period of Performance: One-time purchase with a 1-year warranty, followed by three (3) option years for PM services.
