This document provides a clarification regarding the contract status for the spectrometer opportunity.

• Contract Status: The opportunity is not a brand new contract. A previous Purchase Order (PO) N0018925P0236 was awarded on April 30, 2025, to Q One America's Inc. for the same spectrometer.
• Previous Contract Cancellation: PO N0018925P0236 was cancelled on July 11, 2025, at no cost to the vendor.
• Reason for Cancellation: The cancellation was due to the SpinStudioJ NMR control and process software (country of origin China) not being compatible with the United States Naval Academy Information Technology Department of Defense Networks.

This clarification indicates that the current opportunity is related to a previously awarded and subsequently cancelled contract, with the cancellation stemming from software compatibility issues with specific network requirements.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for a spectrometer for the United States Naval Academy. The government is procuring a new spectrometer to support academic programs and faculty/midshipmen research, replacing an aging system. The acquisition aims to ensure a safe, functional, and state-of-the-art system.

• A 400 MHz NMR System.

• Broadband probe capable of detecting various nuclei (e.g., ¹H, ¹³C, ¹⁵N, ¹⁹F, ²⁹Si, ³¹P, ⁵¹V).

• System capable of autotuning, autolocking, and autoshimming.

• Variable temperature capabilities (-80 °C to 100 °C) with associated hardware.

• Autosampler capable of holding 24 or more samples, with spinners suitable for variable temperature experiments.

• Computer and software compatible with Windows 11 Enterprise.

• All hardware and software must be sourced from Trade Agreements Act-designated countries.

• Decommissioning and removal of the current system.

• Installation of the new system and user training.

• Provision of a new uninterruptible power supply (UPS).

• Two identical broadband probes upon initial delivery.

• Annual preventative maintenance and phone/email/video call support for base year and option years.
