Quick Summary

NASA Headquarters (NASA HQ) intends to extend the ordering period and increase the maximum ordering value of the Spectrum & Resources Management, Engineering and Programmatic Support (SpectRE) services contract (80HQTR21D0003) with Agile Decisions Services, LLC (ADS). This action is by means of other than full and open competition. The ordering period will be extended through March 31, 2027, and the maximum ordering value will increase by $22,342,052.00. Interested organizations may submit capabilities by March 23, 2026, at 3 PM EST.

Purpose & Scope

NASA HQ requires continued professional expertise in regulation management, reengineering, budget formulation and execution, public engagement, and general program and mission directorate support. These SpectRE services are critical for maintaining the operational readiness of NASA's space communication and navigation systems, advancing capabilities, and leading international standards. ADS's continued support is vital for uninterrupted delivery of services, including general spectrum management, compatibility analysis, communication and sensor technologies, radio-investigation, GPS technologies, spectrum considerations for extraterrestrial missions, life assessments, and orbital debris management. NASA states that ADS possesses critical knowledge and insight essential for effectively meeting contract requirements and does not intend to conduct a follow-on procurement.
