Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Evaluation
The Government has determined that Spectrum Instrumentation Corporation is the sole-source provider capable of meeting all required specifications, particularly the combination of 16-bit depth, modular housing with a networkable interface, and a high sampling rate, which are critical for quantum homodyne measurement modules in quantum-enhanced RF sensor networks. While this is not a request for competitive quotations, all responsible sources may submit a capability statement or quote. Responses will be considered, but the decision not to compete the procurement remains at the Government's discretion. Submissions must provide clear and convincing evidence that competition would be advantageous for future procurements.
Additional Notes
A Sole Source Justification will be attached to the subsequent Notice of Award. All inquiries should be directed via email to the primary contact.
