Scope of Work
The contractor will provide expertise to rapidly design, develop, modify, and sustain mission-critical Integrated Weapon Systems, Electronic Warfare Systems, Electronic Support Measures, Electronic Counter Measures, Associated Enabling Technologies, and Quick Reaction Capabilities. This includes delivering responsive engineering and technical services, implementing innovative solutions, and enhancing warfighter advantage. The work requires access to classified information up to Top Secret/Sensitive Compartmented Information (SCI) and a final Top Secret Facility Clearance Level (FCL) with a Secret safeguarding level.
Key capabilities required include:
- Quick Reaction Capabilities (QRC) and Novel Systems: Rapid prototyping, integration, test and evaluation (T&E), deployment, and support.
- Research and Analysis: Technology assessment, integration (Big Data, cloud, COTS/GOTS), systems analysis (IT-based mission systems, HSI), and requirements management.
- Engineering: EW systems software development (sensor data fusion, EWIR/CID), mission data and threat analysis, field engineering, and sustainment.
- Program and Project Management: Formal project management framework, program reporting and controls (PMP, QCP, dashboards), and cost/schedule analysis.

Submission Requirements
Interested parties must submit a capabilities statement package (maximum 10 pages, 12-point font) via email to the Contract Specialist. The statement should demonstrate ability to meet the required capabilities and include:

- Company profile (office locations, CAGE, DUNS, UEI).
- Company size (large/small) and small business designations (SDVOSB, HUBZone, 8(a), WOSB, EDWOSB).
- Explanation of ability to meet the 50% limitation on subcontracting for small businesses.
- Prior/current corporate experience (last five years, contract details, prime/sub, values, POCs).
- Resources and personnel qualifications.
- Management approach for staffing and meeting technical/delivery requirements.
