Quick Summary

The U.S. Agency for Global Media (USAGM), TSI Broadcast Technologies Division (T/EBD), is conducting market research through a Sources Sought Notice to identify capable and reliable sources for Spectrum System Management Services. This initiative aims to gather preliminary information from businesses interested in providing support for USAGM's spectrum scheduling, monitoring, and broadcast engineering and operations activities. Statements of Capability (SOC) are due by June 12, 2026.

Scope of Work

  • Expert Engineering Support: Providing specialized engineering for USAGM radio broadcast activities, with extensive knowledge of radio wave propagation, Agency and other broadcasters' facilities, capabilities, and international broadcasting regulations.
  • Efficiency & Operations: Identifying opportunities for improved efficiency, issuing "OPS Memos" for schedule changes or new services, reporting irregularities from monitoring, and suggesting reception improvements.
  • Technical Competencies: In-depth understanding of propagation mechanisms, atmospheric impacts, propagation analysis and coverage prediction tools, broadcast transmitting antennas, frequency selection, station location, and antenna configurations for optimizing reception and minimizing interference.
