This amendment modifies Solicitation Number 140A232600116 as follows:

• Set-Aside Change: The previous set-aside for Indian Economic Enterprises (IEE) has been changed to a 100% Total Small Business set-aside.
• Offer Due Date Extension: The deadline for submitting offers has been extended to May 15, 2026, by 5:00 p.m. MDT.

Solicitation / RFP / RFQ

This document is a combined synopsis/solicitation for commercial products or services, specifically for in-person Speech/Language Therapy Services. It serves as the sole solicitation, and quotes are being requested. The acquisition is being conducted under FAR Part 12, Commercial Items Simplified Acquisition Procedures.

• Provision of Speech/Language Therapy Services to identified or referred Special Education students.

• Services include evaluation, screening, comprehensive evaluation reports, IEP meetings, providing and using standardized testing instruments, direct therapy services (individual/group), scheduling, in-service training, augmented language and assistive technology/speech training, and maintaining clinical service notes and student files.

• The provider must clear a favorable background investigation before being offered the contract.

• Compensatory services for students for the school year 2026-2027 may be required.

• Contract Type: Anticipated award of a single "Time and Material (including Labor Hour)" type purchase order.

• Period of Performance: Base Year (July 1, 2026 - June 30, 2027), Option Year 1 (July 1, 2027 - June 30, 2028), Option Year 2 (July 1, 2028 - June 30, 2029).

• Estimated hours: Approximately 1,808 hours annually.

• Pricing: An all-inclusive service rate will be used, covering all costs including labor, supplies, materials, taxes, and travel.

• Quote Due Date: April 28, 2026, at 10:00 am MDT. Quotes must be submitted electronically.

• Technical Questions Due Date: April 23, 2026, at 10:00 am MDT.

• Submission Format: Two volumes (Technical and SF1449/Amendments). Technical volume not to exceed 10 pages.

• Evaluation Factors: Capabilities, Key Personnel, and Price.

• Quote Validity: Must remain effective for 120 calendar days after close of solicitation.

• NAICS Code: 621340 - Offices of Physical, Occupational and Speech Therapists, and Audiologists.

• SB Size Standard: $12.5M.

• Set Aside: 100% - Indian Small Business Economic Enterprise (ISBEE).

• Offerors must be Indian economic enterprises and small business concerns.

• Background investigations are required for all contractor employees who will be onsite or have access to PII.

• Indian Preference (IP) recruitment and hiring practices apply.

• The contractor must be registered in SAM.gov.

• A signed and completed Indian Economic Enterprise Representation Form is required with the quote.
