Registration in SAM is a prerequisite for award. The specific clauses selected by the Contracting Officer will define key aspects of contract performance and compliance.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, seeking quotes for a Firm Fixed Price Purchase Order. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award this order.

• Item: SPEED SENSOR, DIESEL (NSN: 2815-15-012-3496, Part #: 1P 343573)

• Quantity: 19 Each

• No Substitutions: Vendors must provide the exact part number specified. Substitutions require approval from USCG SFLC Technical Experts.

• Packaging: Each sensor must be individually packaged and marked. Marking must comply with MIL-STD-129R & Bar Coding IAW ISO/IEC-16388-2007, Code 39 Symbology. A specific package label format is required, including Item Name, Part Number, NSN, Quantity, and Condition (A).

• Quality Assurance: If the Q/A inspection block is checked, the contractor must notify the Contracting Officer at least seven (07) calendar days prior to inspection readiness.

• Shipping: FOB DESTINATION REQUIRED.

• Delivery Location: USCG CENTER, 2401 HAWKINS POINT ROAD, RECEIVING ROOM- BUILDING 88, BALTIMORE, MD 21226.

• Delivery Hours: Monday through Friday, 8 am to 3 pm.

• Preparation for Delivery: Material must be accompanied by an itemized packaging list citing the Purchase Order Number. Packaging must provide adequate protection against corrosion, deterioration, and physical damage during shipment and storage, referencing MIL-STD-2073-1E for examples. Marking must comply with MIL-STD-129R and include Purchase Order Number, NSN (if applicable), Vendor name, and Part Number.

• Contract Type: Firm Fixed Price Purchase Order.

• Payment Terms: NET 30, in accordance with FAR 52.232-25 Prompt Payment.

• Submission: Vendors must submit a quotation. All responsible sources may submit.

• SAM.gov Registration: Vendor must have an active registration in SAM.Gov prior to award.

• Total Cost: Must include delivery and any freight charges to zip code 21226.

• Invoicing: All invoicing must be processed through https://www.ipp.gov. Invoices must include CG contract number, vendor invoice number, vendor UEI, UEI & TINs number, cage number, PO item number, description, unit prices, and extended totals. Shipping costs must be a separate line item. A copy of the invoice must also be sent to Christopher.A.Huertas-Rolon@uscg.mil.

• This is anticipated to be a competitive award. All responsible sources may submit.

• The solicitation number is found in the header of the RFQ.

• All items listed in the parts list are required; no substitutions are authorized without prior approval.
