This is a Request for Quotations (RFQ) for the procurement of one (1) Sport Utility Vehicle (SUV) for the U.S. Embassy in Belgrade, Serbia. The government is procuring this vehicle to meet its operational needs.

• One (1) Sport Utility Vehicle (SUV).

• The vehicle must meet or exceed specific technical specifications, including:

  • Hybrid Electric Vehicle (HEV) with gasoline engine.
  • All-Wheel-Drive (AWD).
  • Minimum 115 KW engine power (gasoline and electric).
  • Automatic transmission.
  • Automatic, front, dual-zone air conditioning.
  • Seating capacity for 5 (including driver).
  • ABS, power steering.
  • Front and rear parking sensors or rear camera.
  • Power sliding windows (left and right sides).
  • Minimum length 4400 mm, maximum length 5000 mm.
  • Spare tire.
  • Any discrete color.
  • Five doors.
  • Frontal and side airbags.
  • Manuals in Serbian language.

• The vehicle must be new equipment only, not used, previously owned, remanufactured, or "gray market" items.

• The vehicle must be covered by a manufacturer's warranty valid in Serbia.

• Authorized maintenance and repair facilities must be available in Belgrade, Serbia.

• The vehicle shall have an unlimited warranty period of a minimum of 5 years or 150,000 km.

• Contract Type: Firm-fixed price.

• Delivery: FOB Destination to the American Embassy Warehouse, c/o Kargo logisitčki centar, Savski nasip 7, 11070 Belgrade, Serbia.

• Delivery Timeframe: Not later than 120 days after contract award.

• Offer Validity: Must be valid through September 31, 2026.

• Currency: All quotes and payments shall be in local currency Serbian Dinar (RSD).

• VAT: Value Added Tax (VAT) is not applicable as the U.S. Embassy has a VAT exemption certificate.

• Submission Deadline: 17:00 Belgrade local time on May 28, 2026.

• Submission Method: Email quotes to BLG-Procurement@state.gov in Adobe Acrobat pdf format.

• Offer Requirements: Completed solicitation (SF-18 cover page and Section 1), proof of official dealership for Serbia, technical proposal with vehicle details and photos, evidence of established business, client list with past performance, proof of local licenses/permits, and company SAM UEI number.

• Evaluation Criteria: Award will be made to the lowest priced, acceptable, responsible quoter. The government reserves the right to reject proposals that are unreasonably low or high in price. Quoter acceptability and responsibility will be assessed based on compliance with RFQ terms and FAR 9.1 requirements.

• The RFQ is marked as "IS NOT A SMALL BUSINESS SMALL PURCHASE SET-ASIDE."

• Additional provisions and representations are attached.

• The document includes extensive contract clauses, solicitation provisions, and evaluation factors, including those related to security, foreign currency, and offeror representations and certifications.

Solicitation / RFP / RFQ

This document is a Request for Quotes (RFQ) for the procurement of Sport Utility Vehicles (SUVs) by the U.S. Embassy in Belgrade, Serbia. The government intends to award a purchase order to the responsible company offering the lowest acceptable price.

• Submission of a quote for Sport Utility Vehicles (SUVs).

• Completion and submission of specific documents, including:

  • SF-18 cover page (blocks 8, 11, and 13-16)
  • Section 1, II. Prices
  • Section 5, Representations and Certifications
  • Additional information as required in Section 3, Solicitation Provisions
  • Company's Unique Entity Identifier (UEI) from SAM.gov

• The government intends to award a purchase order.

• Initial quotations may be accepted without discussions, but discussions may be held if necessary.

• Quotes must be submitted electronically via email to BLG-Procurement@state.gov in Adobe Acrobat pdf format.

• Quotes must be a single document, with pages numbered sequentially. If the document exceeds 2MB, it should be broken into smaller files, named according to the specified format: "(your company name)-Quote 19RB1026Q0318 file x of x files".

• Questions regarding the solicitation must be submitted in writing and in English exclusively to Marina Vukovic at BLG-Procurement@state.gov no later than close of business on May 22, 2026.

• Answers to questions will be posted on the Embassy web page and SAM.gov.

• Quotations are due by 17:00 local time on May 28, 2026.

• Offerors must be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to proposal submission. Failure to be registered may result in the offer being considered non-responsible.

• It is the offeror's responsibility to monitor the web pages for any new information until the solicitation response date.

• All responsible sources submitting a timely response will be considered.
