This is a Sources Sought notice for planning purposes, not a solicitation. The government is seeking information to determine if a small business set-aside is appropriate for a requirement at Patrick Space Force Base (SFB), Florida. The anticipated NAICS code is 611620, with a size standard of $9.0M.

The requirement is for the contractor to provide sports officials and scorekeepers as defined in a Performance Work Statement (PWS). Services include officials and scorekeepers for Volleyball, Basketball, Softball, Soccer, and Flag Football. The contract will include one base year and four option years, with the intent to establish a Blanket Purchase Agreement.

Interested parties should submit a capabilities package (max 5 pages) outlining their company's business size, status (8(a), HUBZone, SDVOSB, WOSB, EDWOSB, small business), anticipated teaming arrangements, and a description of similar services offered. Include three past references with current contact information and contract numbers. If subcontracts are used, specify the anticipated percentage and business size of subcontractors. Performance Work Statement (PWS)

To provide sports officials and scorekeepers for intramural sports leagues at Patrick SFB, FL.

• Contractor shall provide all personnel, equipment, and services necessary to officiate intramural sports leagues.

• Estimated quantities of work are detailed in Workload Estimates, adhering to AFI 34-266.

• A minimum of 350 games per season is anticipated, with 4 option years available based on satisfactory performance.

• Games will be held at Patrick AFB and designated special function locations.

• Officials must possess current certifications from a nationally recognized sports officials association.

• All required certifications must be current and valid, and on file at the fitness center prior to work commencement.

• Contractor personnel must maintain familiarity with the fitness center's Emergency Action Plan (EAP).

• Personnel shall present a neat, professional appearance, conforming to base standards.

• Performance will be evaluated by government personnel, with observations recorded and communicated to the contract manager.

• Invoices will be reviewed for accuracy and paid monthly via Government Purchase Card (GPC).

• Games are conducted Monday-Thursday, 1700-2100.

• Game length is typically 45-60 minutes.

• The contract includes the current year with 4 potential option years.

• Performance occurs at Patrick AFB and designated special function locations.

• Contractor is responsible for recruiting, scheduling, and managing qualified sports officials and scorekeepers.

• A contract manager and alternate(s) must be designated in writing.

• Off-duty military personnel require written squadron commander approval.

• Contractor must supply uniforms, whistles, rule books, and sport-specific equipment (balls, etc.).

• Contractor must obtain base access passes for officials, submitting requests at least two weeks in advance.

• Contractor is responsible for safeguarding government property and securing equipment after games.

• Contractor must notify the Fitness and Sports Manager (FSM) of any game cancellations or delays within 72 hours of the scheduled start.

• Contractor must report scores to the Fitness Center within 24 hours of game completion.

• Officials must be present 10 minutes prior to game time and notify staff of any participant injuries.

• Contractor must provide a working email address for communication and notify of any changes promptly.
