This is a combined synopsis/solicitation for commercial services to procure Sports Officials. This announcement serves as the only solicitation, and quotes are being requested. The solicitation is issued as a Request for Quotation (RFQ) and is anticipated to be awarded by 20 March 2026.

• Services required are detailed in Attachment 1 – Performance Work Statement (PWS) Revised.

• Vendors must complete Attachment 3 - Pricing Schedule Sports Official in its entirety.

• Pricing must be inclusive of all costs, including labor, supervision, materials, transportation, and required wages and fringe benefits as stipulated in Attachment 2 - Wage Determination 2015-5647 Revision # 26.

• Inspection and acceptance of deliverables will be performed by the Point of Contact (POC) in the contract award.

• The acquisition is under NAICS code 711219 and PSC G003.

• The period of performance is estimated from 01 April 2026 to 30 September 2030.

• Performance is required at Vandenberg SFB, CA 93437.

• Questions are due no later than 12:00 PM PDT Friday, March 6, 2026.

• Quotations are due no later than 12:00 PM PDT Friday, March 13, 2026.

• Evaluation criteria are detailed in Attachment 5 – FAR 52.212-2 Addendum Revised. Failure to comply with these criteria will result in the offeror being excluded and deemed non-responsive.

• This acquisition is a 100% Small Business Set-Aside with a size standard of $16.5M.

• The government is not liable for any costs incurred in response to this announcement.

• The government reserves the right to award some or all line items, cancel the solicitation before or after the closing date, and has no obligation to reimburse for costs associated with providing a quote if canceled.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide sports officiating and scorekeeping services for adult intramural, varsity, and youth sporting events, tournaments, and pre-season games at Vandenberg Space Force Base.

• Provide all labor, tools, equipment, uniforms, material, supervision, and transportation for officiating and scorekeeping.

• Cover sports including flag football, soccer, softball, basketball, volleyball, and baseball.

• Specify the number of officials and scorekeepers required per game for different leagues (Intramural/Co-ed, Varsity, Youth).

• Officials must wear professional attire, report on time, and not participate as players or coaches in the leagues they officiate.

• Officials must be certified by recognized sports organizations.

• Officials must understand and enforce all commercial, association, and local rules.

• Performance objectives include providing the required number of officials/scorekeepers (98% threshold), reviewing scorebooks (98% threshold), timely submission of protest/ejection reports, officials wearing appropriate attire (100% threshold), reporting to games on time (95% threshold), and safeguarding government property (100% threshold).

• Services are to be provided at Vandenberg Space Force Base.

• The PWS covers events occurring approximately two weeks prior to the start of the regular season.

• Specific sports seasons are outlined with estimated dates (e.g., Soccer: Mar-May, Varsity Basketball: Oct-Jan).

• Contractor must provide a local manager or alternate available on-site within specified response times.

• All personnel must be able to read, write, speak, and understand English.

• Officials must be at least 18 years old for adult programs; youth programs have specific age requirements and approval processes.

• Contractor is responsible for safeguarding government facility and sports equipment.

• Contractor must report all labor hours via the ECMRA secure data collection site.

• Government will provide facilities, equipment, and supplies as detailed in Appendix A.

Amendment / Modification

This document is an addendum to FAR 52.212-2, "Evaluation - Commercial Products and Commercial Services." It outlines the factors the Government will use to evaluate offers for this solicitation.

• Price:
  • Total Evaluated Price will be assessed for reasonableness for the base and option periods.
  • Offerors must complete a "Labor Rate Composition Table" (Attachment 3) to show a breakdown of fully burdened labor rates and compliance with the Wage Determination.
  • Other Direct Costs (ODCs) for travel, per diem, and lodging may be proposed and will be included in the total evaluated price. These should be submitted on a separate contractor-generated document.
• Technical Capability:
  • Offerors must submit a technical narrative demonstrating their ability to meet the PWS requirements.
  • The narrative must address:
    • Staffing and Recruitment Plan: Including a plan to recruit, retain, and schedule qualified officials, applicable certifications, and a strategy for ensuring consistent performance, especially given the limited pool of certified officials in the Vandenberg area.
    • Responsive Local Manager: A plan for a local contract manager (or alternate) who is available during and after business hours and can be physically present on base within one hour (during duty hours) or two hours (after duty hours) to resolve issues. The resume of this manager must be included.
• Past Performance:
  • Offerors must provide a list of up to three (3) relevant contracts performed within the last five (5) years, similar in size, scope, and complexity. The Government will evaluate the record of successful performance on these contracts.

Technical capability and past performance, when combined, are approximately equal in importance to cost or price.

Offers will be evaluated by adding the total price for all options to the total price for the basic requirement. The Government may deem an offer unacceptable if option prices are significantly unbalanced. Evaluation of options does not obligate the Government to exercise them.

A written notice of award or acceptance will result in a binding contract.
