• Evaluation: Offers will be evaluated based on the "Lowest Price Technically Acceptable" (LPTA) method. Pricing will be assessed for completeness and reasonableness. Unbalanced or incomplete pricing may result in ineligibility.

• Technical Evaluation: Vendors must provide a brief description (max 1 page) of how they will perform the tasks and list credentials. This is a pass/fail item.

• Option Evaluation: The total price for all options will be added to the total price for the basic requirement for award evaluation. The government may deem an offer unacceptable if option prices are significantly unbalanced.

• Submission Requirements: Quotes must include a Company Profile, Contact Information, Small Business Type, NAICS Code, CAGE Code, UEI Code, and a completed Pricing Spreadsheet (SF 1449) matching the CLIN structure. Quotes must be submitted in two formats: one unredacted and one redacted (excluding company identification, logos, UEI, and Cage Codes).

• This acquisition is set aside 100% for North American Industry Classification Standard (NAICS) code 711219 (Amusement and Recreation Services) with a size standard of $16,500,000.00.

• The solicitation includes various FAR and DFARS clauses, including those related to payment instructions (WAWF), limitations on subcontracting, and option to extend services/term.

• Attachments include a Wage Determination for Los Angeles and a Statement of Work (SOW).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for providing Referees and Umpires Services for Los Angeles Air Force Base (LAAFB), El Segundo, California. The primary goal is to ensure fair play, safety, and integrity in various sports activities.

• Basic Services: The contractor shall provide all necessary personnel, equipment, tools, materials, vehicles, and supervision to perform Sports Officiating and Score Keeping tasks.

• Sports Officiating (CLIN 0001): This includes developing game schedules, attending league meetings, ensuring appropriate attire and punctuality, managing games according to regulations, and reporting injuries, protests, and ejections. Specific reporting requirements for incidents are detailed.

• Score Keeping (CLIN 0002): This involves tracking, recording, and managing scores, time, or performance metrics for each game. It includes picking up and returning keys/equipment, reporting on time, and managing score/timekeeping according to regulations.

• Contractor Manpower Reporting Application (eCMRA): The contractor must report all labor hours via the System for Award Management (SAM).

• Performance will be evaluated through participant feedback and government observation.

• Corrective Action Reports (CARs) may be issued for unacceptable performance.

• Quality Assurance inspections will be conducted periodically.

• Performance Evaluation Meetings (PEM) may be required.

• Services are to be performed at Los Angeles Air Force Base (LAAFB), including MacArthur in San Pedro, California, and potentially DaVinci High School or the El Segundo Sports Complex, or within a 15-mile radius of El Segundo.

• Personnel: Must provide qualified personnel ready within 30 days of award. Personnel must have required certifications for officiating (e.g., from recognized associations). Background checks are required for all personnel.

• Government Furnished Property/Services: Includes facilities, utilities, and telephone access. No office space will be provided. Emergency medical services are through the local community. Security forces are provided on base.

• Contractor Personnel: A Program Manager (PM) must be appointed. PM must be proficient in English and able to communicate effectively. Restrictions apply to the employment of government employees.

• Federal Holidays: Services are not required on specified federal holidays.

• Installation Access: Criminal Background History (CBH) requirements are mandatory for all personnel requiring installation access. This includes identity proofing and vetting. Vehicle registration and passes are also required for operating vehicles on base.

Amendment / Modification

This amendment modifies Solicitation FA281626Q0005. The primary change is the extension of the quotation due date.

• Response Due Date: Changed from 29 May 2026 to 12 June 2026.

• The deadline for submitting offers or quotations has been extended to 12 June 2026 at 10:00 am PST. Bidders should acknowledge receipt of this amendment.
