  • Evaluation Factors: Technical, Past Performance, and Price.
  • Award may be made to other than the lowest priced quote if a price premium is warranted due to technical merit. Technical equivalence will lead to award to the lower priced quote if reasonable.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing spray insulation foam services.

• The contractor shall provide all personnel, equipment, tools, materials, supervision, quality control, and non-personal services necessary for spraying insulation foam.

• Services are to be performed at Letterkenny Army Depot.

• The contractor shall develop and maintain an effective Quality Control (QC) program.

• The Government will evaluate performance based on a Performance Requirements Summary (PRS).

• Base Ordering Period: August 20, 2026, to August 19, 2031 (5 years).

• Option to Extend Services: August 20, 2031, to February 19, 2032.

• Place of Performance: Letterkenny Army Depot.

• Work hours: 7:00 AM - 3:00 PM, Monday through Friday, on agreed-upon days, excluding recognized U.S. holidays and facility closures.

• Safety and Environmental: Operations must comply with applicable safety and environmental laws, regulations, and standards, including OSHA, DOD, Army, and local LEAD requirements. Specific attention to NFPA and ANSI standards is required.

• Chemical Use: A Contractor/Tenant Chemical Use Request (AMLD FORM 4783) must be submitted prior to performing the first spray foam service.

• Safety Data Sheets (SDS): Current SDS for chemicals used must be provided upon award and updated as needed.

• Security: Contractor employees require background checks and must comply with installation access policies. AT Level I, iWATCH, and OPSEC training are mandatory for employees working on Army installations.

• Personnel: Employees must be trained and certified on equipment and materials used. A Contract Manager (CM) must be designated.

• Quality Control: The contractor must ensure all employees performing spray foam application are trained and certified on equipment and materials used.

• Deliverables: AT Level I, iWATCH, and OPSEC training certificates must be submitted electronically to the TPOC according to the schedule in Technical Exhibit 2.

• Work must begin within five business days of a work request (95% compliance).

• All work must be completed the same business day (95% compliance).

• Foam application thickness: 2.5 inches ± 1½ inch (95% compliance).

• Foam must not be applied to forklift pockets and ISO lock corner fittings (99% compliance).

• Foam must not contact outside painted surfaces (99% compliance).

• The Government will provide workspace.

• The contractor shall furnish all other required items, materials, and equipment not specified as Government-Furnished.
