Scope of Work
The contractor will provide comprehensive ground transportation services, including vehicles (motorcoaches, minibuses, vans) and drivers, for approximately 50 attendees (up to 30 attachés and 20 spouses). Services are required from June 7-9, 2026, in Key West, FL, and at Joint Interagency Task Force-South (JIATF-S) facilities. Vehicles must be safe, well-maintained, climate-controlled, equipped with a public address system, and capable of accommodating passengers plus two standard suitcases per person. Drivers must meet installation access requirements for NAS Key West and JIATF-S secure areas, including background checks. An on-site Contract Manager is required, and services will be needed daily between 0700 and 2200.
Contract Details
This is a Firm-Fixed-Price (FFP) contract. Pricing must be all-inclusive, covering labor, vehicles, fuel, insurance, management, coordination, tolls, parking, permits, and baggage handling. This is a Total Small Business Set-Aside. Offerors must be registered in SAM and provide rates within current Federal Supply Schedules (FSS) Multiple Award Schedule (MAS) under SIN Category 485510 – Charter Bus Industry.
Submission & Evaluation
Quotations must be submitted electronically via email by 10:00 AM EDT on May 19, 2026, and remain valid for 30 calendar days. Award will be made to the lowest-priced quotation determined to be technically acceptable. Technical acceptability will be evaluated on an Acceptable/Unacceptable basis, considering vehicle fleet, passenger capacity, scheduling, dispatch, baggage handling, driver availability, military installation/flightline access, schedule flexibility, and contingency procedures. The government intends to award without exchanges.
