This is a Request for Quotation (RFQ) for transportation services to support the Department of the Air Force Foreign Liaison Office (DAFFLO) Spring 2026 Air Attaché Tour in Florida. The acquisition is being conducted using simplified acquisition procedures (FAR Part 13) and will be awarded to the responsible quoter offering the best value based on technical acceptability and lowest evaluated price. The government intends to award without exchanges.

• Transportation services for the DAFFLO Spring 2026 Air Attaché Tour.

• Technical acceptability will be evaluated on an acceptable/unacceptable basis.

• Quoters must demonstrate capability in areas such as vehicle fleet and passenger capacity, scheduling and dispatch, baggage handling, driver availability, military installation and flightline access, schedule flexibility, and contingency procedures.

• A single Firm-Fixed-Price (FFP) contract will be awarded.

• Pricing must include all labor, vehicles, fuel, insurance, management, coordination, tolls, parking, permits, baggage handling, and other necessary costs.

• Quotations must be submitted electronically via email no later than 10:00 AM Eastern Daylight Time (EDT) on 19 May 2026.

• Quotations must remain valid for 30 calendar days after the due date.

• Award will be made to the lowest-priced quotation determined to be technically acceptable.

• Technical quotations will be evaluated on an Acceptable/Unacceptable basis.

• The government may consider the completeness of the transportation approach, feasibility of the solution, demonstrated capability for military access, operational coordination, and schedule flexibility.

• This solicitation is a total small business set-aside.

• Offerors must be registered in the System for Award Management (SAM).

• All offers must contain rates within current Federal Supply Schedules (FSS) Multiple Award Schedule (MAS) under SIN Category 485510 – Charter Bus Industry.

• All communications regarding this solicitation should be directed to the Contracting Officer.

• Questions must be submitted via email no later than 10:00 AM EDT on 16 May 2026.

• The government's target award date is no later than 26 May 2026.

• Required driver and vehicle information must be provided within three (3) calendar days of award notification.

Performance Work Statement (PWS)

To provide ground transportation services for the Department of the Air Force Foreign Liaison Office (DAFFLO) Spring 2026 Air Attaché Tour, supporting approximately 50 attendees (including attaches and spouses).

• Provide vehicles (motorcoaches, minibuses, vans) and drivers for group transportation.

• Transport approximately 50 attendees, including up to 30 attaches and 20 spouses.

• Services to be performed in accordance with the provided itinerary and geographic limitations.

• Vehicles must be safe, maintained, climate-controlled, and compliant with all regulations.

• Vehicles must be equipped with a functioning microphone or public address system.

• Vehicles must accommodate passengers and up to two standard suitcases per person.

• Period of Performance: 7-9 June 2026

• Locations: Key West, FL, and Joint Interagency Task Force-South Command facilities (JIATF-S) sites.

• Drivers must meet installation access requirements for NAS Key West and JIATF-S secure areas and pass background checks.

• Contractor must provide driver contact information for security coordination.

• Contractor must provide vehicle registration and license plate information prior to access dates.

• An on-site Contract Manager is required.

• Contractor is responsible for OSHA compliance for their employees.

• Services are non-personal; contractor must manage its employees directly.

• Contractor shall not employ individuals who would create a conflict of interest or violate ethics regulations.

• Contractor must coordinate with Signature Flightline for aircraft-side pickup.

• Transportation services will be required between 0700 and 2200 daily.
