Contract Details
This will be a three-year Indefinite Delivery Requirements (IDR) Firm Fixed Price effort. Funds will be obligated upon the issuance of each delivery order. WAWF (Wide Area WorkFlow) will be used for payment requests and receiving reports.
Eligibility & Set-Aside
This is a limited source requirement, with only two approved sources: ROBERTSON FUEL SYSTEMS, LLC (CAGE 1T765) and KAMPI COMPONENTS CO (CAGE 72016). A subcontracting plan is applicable for requirements exceeding $950,000.
Submission & Evaluation
Proposals must be submitted by March 9, 2026, at 01:00 AM. The evaluation criteria, detailed in Section M of the solicitation, indicate that past performance and technical factors are significantly more important than cost or price. The government reserves the right to make a trade-off between non-price factors and cost or price.
First Article Testing (FAT) Information
A First Article Test (FAT) is required. Bidders have access to a "FAT WAIVER WORKSHEET" (Revision E) for requesting a full or partial waiver, which requires detailed justification and supporting documentation. An "ORIENTATION ON FIRST ARTICLE INSPECTION (FAI)" document provides comprehensive guidance on the FAT process, including the purpose, government participation (DCMA QAR), the First Article Test Report (FATR) requirements, and common reasons for rejection. This orientation is for informational purposes and does not modify contract terms.
