Solicitation / RFP / RFQ

This solicitation is for a five-year indefinite delivery requirement (IDR) for the PATRIOT Missile Systems. It is a sole-sourced requirement for Lockheed Martin (CAGE 64059), issued under 10 U.S.C. 3204(a)(1) and FAR 6.302-1, citing only one responsible source.

• The contract will be a modification to an existing Lockheed Martin "Captains of Industry" (COI) contract (SPRRA224D0011).

• Supplies include Power Supplies (NSN: 6130-01-475-0862), Circuit Card Assemblies (NSN: 5998-01-440-8043), Cable Assemblies (NSN: 6150-01-531-5495), and Power Supplies (NSN: 6130-01-518-1970).

• Serial numbering, IUID, export control, bar code markings, and electronic fabrication are required for applicable items.

• First Article Testing (FAT) may be required at the CLIN level; FAT reports must be in English. If FAT is waived, it will be documented at the CLIN level.

• Packaging and marking requirements include MIL-STD-129 and ISPM-15 compliance for wood packaging.

• Contract Type: Firm Fixed Price.

• Period of Performance: Five, one-year ordering periods.

• Minimum Quantity: 29 each for NSN: 6130-01-518-1970, 50 each for NSN: 6130-01-475-0862, 50 each for NSN: 5998-01-440-8043, and 11 each for NSN: 6150-01-531-5495.

• Minimum Delivery Order Quantity: 5 each.

• Maximum monthly shipment: 10 units unless mutually agreed otherwise.

• Offers must be submitted in accordance with FAR 15.208; facsimile submissions are not authorized.

• Offers shall be submitted to Theresa Mary M. Beshenich at DLA Aviation-Huntsville.

• Pricing quoted for each ordering year will be valid for all quantities ordered during that period.

• Offers must propose all CLINs; failure to do so may result in a deficient or inadequate determination.

• Offers with materially unbalanced or unbalanced pricing may be rejected.

• Evaluation criteria include technical requirements and price reasonableness.

• This is a sole-sourced requirement for Lockheed Martin.

• The solicitation references numerous FAR and DFARS clauses and provisions.

• Wide Area WorkFlow (WAWF) is the required method for electronic invoicing and receiving reports.

• Specific delivery schedules are provided for each NSN, ranging from 180 to 720 days after contract award, depending on FAT requirements.
