This document is a Letter Request for Proposal (RFP) from the Defense Logistics Agency (DLA) for the procurement of A6iMOD Countermeasure Munitions. These munitions are intended for the fielding of the Iron Fist System on the M2A4E1 Bradley Fighting Vehicle System (BFVS). This procurement will be added to an existing indefinite delivery requirements type contract (SPRRA2-25-D-0009) to support the Program Executive Office Ground Combat Systems (PEO GCS) and PM Mounted Armored Vehicles (MAV).

• Procurement of A6iMOD Countermeasure Munitions.

• Quantity: 2730 Each.

• The government is requesting a Not-To-Exceed (NTE) for the specified quantity to possibly issue an Undefinitized Contract Action (UCA) delivery order against the base contract.

• The procurement will be an add-on to the existing contract SPRRA2-25-D-0009.

• The government contemplates Firm-Fixed-Pricing for this add-on item.

• Offerors must indicate their intention to provide a responsive proposal in writing within five (5) business days.

• Proposals must be submitted before 4:00 p.m. Central Standard Time (CST) on March 11, 2026.

• Proposals must be certified to the quantity listed.

• Proposals must remain valid for a minimum of 180 days from receipt.

• The RFP is not an authorization to start work.

• Offerors must read the entire RFP before submitting a proposal.

• Proposal content must include a summary schedule with fully supportable cost data, including working Excel formulas. Backup documentation should detail labor categories, hours, material/equipment costs, and a total cost breakdown.

• Cost/price supporting documentation requirements include:

  • Pricing for the single purchase quantity.
  • Cost analyses for subcontracts exceeding the regulatory threshold.
  • An un-sanitized cost break-down in a Microsoft Excel File.
  • Documentation of the most recent Indirect Expense Rates (FPRA, FPRR, FPRP, Approved Provisional Rates, or Incurred Cost Submissions).

• Identification of key business unit personnel and known DCMA or DCAA points of contact.

• Address any actual or potential Organizational Conflicts of Interests (OCIs).

• Export controlled items require JCP Certification.

• Offerors must represent that they will not provide covered telecommunications equipment or services.

• Complete the Proposal Adequacy Checklist (DFARS 252.215-7009) for offers over the TINA threshold.

• Contractors using the ProPricer system must provide the original unedited ProPricer generated Excel file with specific tabs (P-Sheet, Direct Rates, Indirect Rates, CERS, CER Factors).

• The document mentions "Large Business" in the recipient's address block, but no specific set-aside is mentioned for this RFP.

• The NTE must be provided no later than February 18, 2026.

• All communications must be submitted in writing directly to the DLA Contracting Team identified in the document.
