Performance Work Statement (PWS)

To provide year-round cleaning services for multiple vault and flush toilet facilities within the Sulphur Ranger District of the Arapaho & Roosevelt National Forests and Pawnee National Grassland to maintain sanitary and clean conditions for public use.

• Locations: Developed and dispersed recreation sites throughout the Sulphur Ranger District, primarily within the Arapaho National Recreation Area. Some sites are accessible via unpaved, steep mountain roads.

• Tasks:

  • Monday Services: Sweep floors, remove and dispose of trash, replace liners, clean and sanitize toilets (including riser, seat, lid), sinks, and interior walls/doors. Pressure wash entrance sidewalks, sweep/squeegee water, dry surfaces, refill/replace soap/sanitizer dispensers, restock toilet paper, and pick up trash within 25 feet of the building.
  • Friday Services: Sweep floors, remove and dispose of trash, replace liners, clean and remove cobwebs/bugs/debris from ceilings, walls, and windowsills. Clean and sanitize toilets (including riser, seat, lid), sinks, hand railings, door handles, and dispensers. Refill/replace soap/sanitizer dispensers, restock toilet paper, and pick up trash within 25 feet of the building.

• Standard of Cleanliness: Bathrooms, fixtures, floors, walls, windows, and trash receptacles must be clean, disinfected, and free of dirt, debris, and foreign matter. A pleasant odor is expected. Trash receptacles inside facilities must be emptied, cleaned, and relined.

• Bio-Based Products: Contractor shall use bio-based products to the maximum extent feasible and reasonable, meeting applicable health and environmental specifications. Safety Data Sheets (SDS) must be submitted for all products.

• All surfaces to be maintained at a high level of cleanliness and disinfected.

• Mirrors, metal fixtures, and dispensers to be streak-free.

• Floors to be free of dust, debris, and mopping residue.

• Restroom supplies to be fully stocked.

• Acceptable Quality Level (AQL): 95% for required services.

• Maximum of two (2) substantiated customer complaints per month.

• Government inspections will be conducted after each cleaning.

• Year-round services required.

• Work hours: Monday through Friday, 6 a.m. to 10 p.m. Mountain Time.

• Services not required on federal government holidays.

• Contractor Submittals: Key personnel qualifications, Quality Control Program (QCP), and weekly service schedule.

• Contractor Furnished: All labor, supervision, materials, tools, equipment, supplies, transportation, permits, and insurance.

• Personnel: Contractor must provide a designated contract manager and alternate. All personnel must wear identification and maintain professional conduct and appearance. Employees must be courteous to the public.
