This includes vessel, truck, and rail loading/discharging, cargo management, staging, intra-port transfers, cargo preparation, checking and tallying (C&T), and handling government-provided dunnage and tiedown materials. The contractor must provide all necessary labor, equipment, materials, and management, operating 24 hours a day, seven days a week, 365 days a year. Strict adherence to U.S. Government and Host Nation security, safety, and environmental guidelines is required.
