Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for program management, systems engineering, and life-cycle logistics support services for the Product Manager (PdM) Fire Support Systems (FSS) and PdM Organic Precision Fires (OPF) portfolios within the Marine Corps Systems Command (MCSC) Ground Weapon Systems (GWS) Program Manager. The objective is to ensure the sustainment and modernization of indirect-fire weapon systems, targeting systems, fire control, radars, acoustic sensors, and artillery survey equipment.

• Provide program management support across all phases of the acquisition lifecycle.

• Deliver systems engineering support, including drafting documentation, supporting technical reviews, and managing systems engineering processes.

• Offer life cycle logistics support, including sustainment planning, independent logistics assessments, and cataloging of parts.

• Provide technical support for various systems including AFATDS, THSv2, HH-VDL, and others.

• Conduct Manpower Personnel & Training (MP&T) analyses and provide training support.

• Manage Government Furnished Property (GFP).

• Provide shipping and receiving services for equipment.

• Support travel requirements for contract performance.

• Contractor performance will be evaluated under a Quality Assurance Surveillance Plan (QASP).

• Deliverables will be inspected for content, completeness, accuracy, and conformance to contract requirements.

• Contractor must develop and maintain an effective Quality Control Program (QCP).

• Period of Performance: One (1) base year with four (4) one-year options.

• Primary Place of Performance: Contractor's facility.

• Government facilities will be provided for support at Marine Corps Combat Development Command (MCCDC), MCB Quantico, VA; Marine Corps Systems Command, MCB Quantico, VA; and Marine Corps Base Albany, Georgia.

• Non-personal services contract.

• Contractor must avoid Organizational Conflicts of Interest (OCI).

• Contractor must maintain IT infrastructure and use specified tools.

• Contractor personnel may require Common Access Cards (CAC) for network access.

• Travel will be on a cost reimbursement basis, requiring advance approval.

Sources Sought Notice

This notice is issued by the Marine Corps for market research to determine the availability of commercial capabilities for program management support, systems engineering support, life cycle logistics support, and technical writing support for the Product Manager Fire Support Systems (PdM FSS) and PdM Organic Precision Fires (OPF) portfolios. This is not an invitation for bid, request for quotation, or proposal, and no contract will be awarded from this notice. The government is not responsible for any costs incurred in responding.

The effort involves supporting PdM FSS (which equips the USMC with indirect-fire weapon systems, targeting systems, etc.) and PdM OPF (which provides precision strike capabilities). Specific support areas include:

• Program management

• Systems engineering

• Life cycle logistics

• Technical writing

• Acquisition support for systems within the FSS/OPF portfolios or similar systems.

• Software development, update, and testing for Target Handoff System (THS)v2 and Handheld Video Data Link (HH-VDL) systems.

• Subject Matter Expertise (SME) for Advanced Field Artillery Tactical Data System (AFATDS) Software.

• Support for Marine Corps ground and aviation fires operation, coordination, and doctrine.

• Period of Performance: One base year with four additional options.

• Estimated Range: Approximately $50,000,000.00 to $75,000,000.00.

• Vendors must submit an executive summary (max 15 pages, 12-point font) via email.

• Required information includes: Organization Name/Address/POC, DUNS and CAGE Code, Business size/type, and a Statement of Capabilities.

• The capability statement must address Corporate Experience (similar contracts within the last three years, including customer, contract number, POC, role, and percentage of work performed), Acquisition Experience, Facilities, Onboarding Personnel process, and Interest Level (prime contractor status, subcontracting percentage).

• Vendors are also asked to provide feedback on the use of a GSA Schedule as a contract vehicle.

• Small Business Size Standard: $47M.

• Vendors should include their company's business size based on the NAICS code.

• Proprietary information must be marked.

• Acknowledgement of receipt will not be made.

• Submittals will not be returned.

• Respondents will not be notified of evaluation results.

• It is the responder's responsibility to check SAM.gov and GSA eBuy for additional data and any formal solicitation announcements.

• Additional documentation for THSv2 and HH-VDL systems can be requested via email, requiring access to DoD SAFE and a signed NDA.
